云南能投集團可再生能源戰(zhàn)略規(guī)劃研究

【摘要】:云南省能源投資集團有限公司(以下簡稱“云南能投”或“集團”)是云南省委、省政府為進一步實施云南省工業(yè)強省戰(zhàn)略,做強做大能源產(chǎn)業(yè),于2012年初,新組建的省屬重點企業(yè)。新時期下組建的能源投資集團主要業(yè)務涵蓋電力、煤炭、新能源和油汽等投資、建設及生產(chǎn)經(jīng)營管理。云南能投集團的整體戰(zhàn)略中覆蓋了電力、煤炭、油汽和能源服務等方面。結合云南資源的分布特點,云南省可再生能源資源豐富,特別是水電和風電等新能源開發(fā)潛力巨大,可再生能源將是能投集團最為主要和核心的板塊,為了有效開發(fā)我省能源實現(xiàn)我省由能源大省轉變?yōu)槟茉磸娛〉氖姑,拉動云南?jīng)濟快速可持續(xù)發(fā)展,可再生能源戰(zhàn)略規(guī)劃和研究是集團整體戰(zhàn)略中最為關鍵和有意義的子戰(zhàn)略課題。 論文結合國家《能源發(fā)展“十二五”規(guī)劃》和《云南省工業(yè)發(fā)展計劃》等政策法規(guī)和外部戰(zhàn)略環(huán)境。分析了云南省水能、風能、太陽能、生物質能等可再生能源的布局、資源發(fā)展現(xiàn)狀和瓶頸。結合云南可再生能源的需求分析,以云南能投集團為出發(fā)點,重點研究新組建的能投集團的內(nèi)部核心優(yōu)勢、現(xiàn)存發(fā)展瓶頸等。 論文中采用SWOT模型的分析方法,找出能投集團在云南省可再生能源方面發(fā)展的戰(zhàn)略方向、戰(zhàn)略目標和戰(zhàn)略實施措施。重點分析了水電和新能源資源大省的特點,在保障“西電東送”的國家整體戰(zhàn)略實施的情況下,提出并圍繞“云電自用”為核心的概念,有效解決了能源資源結構中存在的時間和空間分布不均衡問題,根據(jù)“產(chǎn)業(yè)發(fā)展、能源先行”的思路,逐步建設滇西和滇東兩個以水電為主的能源基地,,在經(jīng)濟和產(chǎn)業(yè)發(fā)展相對成熟的滇中和滇南進行分布式新能源特別是風電開發(fā),逐漸形成“云電自用”宗旨下的能源基礎建設,為我省產(chǎn)業(yè)進一步升級和發(fā)展奠定堅實基礎。另外,文中論述了能投集團結合內(nèi)部實際情況和未來發(fā)展的需求,應當不斷增強公司人才,資金等實力建設,突破公司內(nèi)部發(fā)展瓶頸,最終實現(xiàn)資源滾動開發(fā)的同時集團綜合實力穩(wěn)步提升。
[Abstract]:Yunnan Energy Investment Group Limited (hereinafter referred to as the "Yunnan made" or "group") is the Yunnan provincial Party committee, the provincial government of Yunnan province for the further implementation of industrial strategy, energy industry bigger and stronger, in early 2012, the newly formed provincial key enterprises. Under the new era group built Energy Investment Group's main business covers electricity new energy, coal, and oil and gas investment, construction and production management. The overall strategy of Yunnan energy investment group in covering power, coal, oil and gas and energy services. Combined with the distribution of resources in Yunnan, Yunnan province is rich in renewable energy resources, especially hydropower and wind power and other new energy development potential, renewable energy will be the main energy investment group and the core plate, in order to effectively achieve energy development in our province in our province transformation from large province energy energy province mission to boost Yunnan's economy rapidly Sustainable development, the strategic planning and research of renewable energy is the most critical and meaningful sub strategy in the overall strategy of the group.
This thesis combines the national "energy development" 12th Five-Year "planning" and "Yunnan Province industrial development plan > and other policies and regulations and external strategic environment. Analysis of Yunnan Province, hydropower, wind, solar, biomass and other renewable energy resources layout, development status and bottlenecks. Combined with the Yunnan renewable energy demand analysis, Yunnan energy investment group for the starting point, the internal core advantage focus on new energy investment group, the existing development bottleneck.
The analysis method of SWOT model used in paper, find out the strategic direction of energy investment group in the development of renewable energy in Yunnan Province, strategic objectives and strategic implementation measures. Focus on the analysis of the characteristics of large hydropower and new energy resources, in the protection of "electricity transmission from west to East" of the overall strategic implementation situation, put forward and around "the concept of cloud electricity use" as the core, effectively solve the time and space distribution of the structure of energy resources in the problem of unbalanced development of the industry, according to the energy first "mentality, the construction of two with hydropower energy base in Western and Eastern Yunnan gradually distributed in Yunnan, Yunnan new energy and relative economic and industrial development mature especially wind power development, has gradually formed a" cloud electric energy infrastructure use purpose, lay a solid foundation for further upgrading and development of industry in our province. In addition, the The group can according to the actual situation and future development of internal demand, should continuously enhance the company's talent, capital and other power construction, internal development bottleneck breakthrough company, realize resources rolling development and the overall strength of the group steadily.
