市級供電局變電運檢工區(qū)績效指標體系設計研究

【摘要】:電力行業(yè)作為支撐國民經(jīng)濟發(fā)展的重要行業(yè),其健康穩(wěn)定發(fā)展關系著國計民生。變電運檢工區(qū)是各個供電公司都存在的一個生產(chǎn)方面的基層單位,變電運檢人員作為供電公司從事變電工作的一批專業(yè)人員,擔負著電網(wǎng)安全操作和安全運行的重任。合理的評價變電運檢人員勞動價值,能夠調(diào)動其工作積極性,形成積極向上的組織文化,降低變電運檢工作中人員誤操作的概率,對管理人員來說具有重要的實際意義。 本文以市級供電局變電運檢工區(qū)績效指標體系為研究對象,運用績效指標理論及實踐述評的觀點,對企業(yè)運用該績效指標理論的指導意義作了總結(jié),對該變電運檢工區(qū)績效指標體系面臨的主要挑戰(zhàn)進行了評析,并根據(jù)相關理論觀點,基于績效指標、績效指標溝通和績效指標庫的框架思想,設計了市級供電局變電運檢工區(qū)績效指標新體系。 新的市級供電局變電運檢工區(qū)績效指標分為工區(qū)指標、班組指標和員工指標三層,由關鍵績效指標、部門主要職能(職責)指標、發(fā)展?jié)摿ε嘤笜恕⒐ぷ鳡顟B(tài)指標以及否決性指標組成。強調(diào)了生產(chǎn)操作規(guī)范化、安全和班組建設,也強調(diào)了培訓學習和工作積極性調(diào)動的重要性。績效指標溝通時,強調(diào)了組織者先填寫績效指標計劃表,再與各個相關人員溝通,達到指標被理解和可操作。建設績效指標庫時,要注重指標庫的項目完整,要注重指標庫能進能出的職能。
[Abstract]:As an important industry supporting the development of the national economy, the electric power industry has a healthy and stable development related to the national economy and the people's livelihood. The substation operation and inspection area is a grass-roots unit in the production of various power supply companies. As a group of professionals engaged in substation work in power supply companies, substation operators are shouldering the important task of safe operation and safe operation of power grids. A reasonable evaluation of the labor value of substation operators can arouse their enthusiasm for their work. It is of great practical significance for managers to form a positive organizational culture and reduce the probability of personnel misoperation in substation operation and inspection. This paper takes the performance index system of substation operation and inspection area of municipal power supply bureau as the research object, and summarizes the guiding significance of applying the performance index theory to enterprises by using the theory of performance index and the viewpoint of review of practice. This paper analyzes the main challenges faced by the performance index system of the substation operation inspection area, and according to the relevant theoretical viewpoints, based on the framework of performance indicators, performance index communication and performance index database, A new performance index system for substation operation and inspection area of municipal power supply bureau is designed. The performance index of the new municipal power supply bureau is divided into three levels: district index, shift index and employee index, which consists of key performance index, main function (duty) index of the department, development potential cultivation index, etc. It emphasizes the standardization of production operation, safety and team building, as well as the importance of training, learning and work motivation. It is emphasized that the organizer first fills out the performance index plan form, then communicates with the relevant personnel to reach the target being understood and operable. When constructing the performance index database, we should pay attention to the item integrity of the index database and the function that the index bank can enter and output.
