輸配電工程項(xiàng)目綜合評(píng)價(jià)研究

【摘要】:隨著電力行業(yè)的市場(chǎng)化改革,電力行業(yè)投資的經(jīng)濟(jì)效益也目益得到重視,輸配電網(wǎng)工程項(xiàng)目投資評(píng)價(jià)的作用和意義日益突出,評(píng)價(jià)工作也越來越受重視。叢于實(shí)際輸配電工程項(xiàng)目的需求,本文對(duì)輸配電工程項(xiàng)目投資評(píng)價(jià)進(jìn)行了系統(tǒng)研究。首先介紹了近年來輸配電工程的快速發(fā)展,研究了國(guó)內(nèi)外有關(guān)工程項(xiàng)目評(píng)價(jià)的理論,分析了工程項(xiàng)目理論評(píng)價(jià)的現(xiàn)狀及存在的問題。其次,闡述了開展工程項(xiàng)目綜合評(píng)價(jià)的意義、目標(biāo)、內(nèi)容、方法以及程序,重點(diǎn)分析了綜合評(píng)價(jià)的國(guó)內(nèi)外常用的層次分析法、綜合評(píng)價(jià)法、邏輯框架法以及對(duì)比法四種方法,分析各種方法的利弊,選擇了模糊綜合評(píng)價(jià)方法,重點(diǎn)分析經(jīng)濟(jì)評(píng)價(jià)指標(biāo),詳細(xì)闡述了財(cái)務(wù)評(píng)價(jià)和國(guó)民經(jīng)濟(jì)評(píng)價(jià)指標(biāo)體系,研究了反映直接經(jīng)濟(jì)效益的財(cái)務(wù)評(píng)價(jià),細(xì)致解讀了財(cái)務(wù)評(píng)價(jià)中盈利能力和償債能力兩方而的核心指標(biāo)的意義、內(nèi)容以及計(jì)算,叢于全面評(píng)價(jià)工程項(xiàng)目研究了反映間接經(jīng)濟(jì)效益指標(biāo)的技術(shù)水平、社會(huì)效益以及施工過程的評(píng)價(jià)內(nèi)容。在理論研究的基礎(chǔ)上,結(jié)合輸配電工程項(xiàng)目的特點(diǎn),構(gòu)建模糊綜合評(píng)價(jià)模式,按財(cái)務(wù)指標(biāo)、技術(shù)水平、社會(huì)效益、施工過程四個(gè)方面,在二級(jí)指標(biāo)系統(tǒng)下將經(jīng)濟(jì)評(píng)價(jià)方而深入到三級(jí)指標(biāo)系統(tǒng)中,計(jì)算了凈現(xiàn)值、內(nèi)部收益率、資產(chǎn)負(fù)債率等指標(biāo),邀請(qǐng)專家團(tuán)隊(duì),采用定性分析和定量分析相結(jié)合進(jìn)行評(píng)價(jià)。此外,為了系統(tǒng)分析輸配電工程項(xiàng)目,簡(jiǎn)要介紹了實(shí)際輸配電工程項(xiàng)目的設(shè)計(jì)方案,開展了技術(shù)分析,說明了變電站站址的選址和輸配電項(xiàng)目建設(shè)過程中各建設(shè)部分的概念和范圍,為整個(gè)輸配電工程建設(shè)投資評(píng)價(jià)和經(jīng)濟(jì)研究中技術(shù)水平、社會(huì)效益和施工過程等綜合評(píng)價(jià)提供的基礎(chǔ)。最后,以某11OkV輸配電工程建設(shè)為例,通過分析某地區(qū)電網(wǎng)概況及電力負(fù)荷預(yù)測(cè),說明了工程建設(shè)的必要性,并對(duì)該輸配電工程項(xiàng)目進(jìn)行了綜合評(píng)價(jià),構(gòu)建的綜合評(píng)價(jià)模型,設(shè)計(jì)綜合各項(xiàng)評(píng)價(jià)指標(biāo),將評(píng)價(jià)理論切實(shí)應(yīng)用到實(shí)際工程中。
[Abstract]:With the market-oriented reform of power industry, the economic benefit of electric power industry investment has been paid more and more attention, and the function and significance of investment evaluation of transmission and distribution network project is becoming more and more prominent. More and more attention has been paid to the evaluation work. In order to meet the needs of actual transmission and distribution projects, this paper makes a systematic study on the investment evaluation of transmission and distribution projects. Firstly, the rapid development of transmission and distribution projects in recent years is introduced. This paper studies the theory of engineering project evaluation at home and abroad, analyzes the present situation and existing problems of engineering project theory evaluation. Secondly, it expounds the significance, goal, content, method and procedure of carrying out comprehensive evaluation of engineering project. This paper mainly analyzes four methods of comprehensive evaluation, such as analytic hierarchy process (AHP), comprehensive evaluation, logic frame and contrast, and analyzes the advantages and disadvantages of each method, chooses fuzzy comprehensive evaluation method, and analyzes the economic evaluation index. This paper expounds the index system of financial evaluation and national economic evaluation, studies the financial evaluation that reflects the direct economic benefits, and interprets in detail the significance, content and calculation of the core indicators of profitability and solvency in financial evaluation. This paper studies the technical level, social benefit and evaluation content of the construction process reflecting the indirect economic benefit index in a comprehensive evaluation project. On the basis of theoretical research, it combines the characteristics of the transmission and distribution project. Based on the four aspects of financial index, technical level, social benefit and construction process, the model of fuzzy comprehensive evaluation is constructed. In the second level index system, the economic evaluation is carried out into the three-level index system, and the net present value and internal rate of return are calculated. In order to systematically analyze the transmission and distribution project, the design scheme of the actual transmission and distribution project is briefly introduced, and the expert team is invited to evaluate the indexes such as asset-liability ratio, and the qualitative analysis is combined with the quantitative analysis. The technical analysis is carried out, and the concept and scope of each construction part in the process of substation site selection and transmission and distribution project construction are explained, and the technical level of investment evaluation and economic research for the whole transmission and distribution project is discussed. Finally, taking the construction of a 11OkV transmission and distribution project as an example, the necessity of engineering construction is explained by analyzing the general situation of power network and power load forecasting in a certain area. The comprehensive evaluation model of the transmission and distribution project is constructed, and the comprehensive evaluation indexes are designed. The evaluation theory is applied to the actual project.
