智能電網(wǎng)背景下的電力供需分析與電價(jià)研究

【摘要】:溫室效應(yīng)氣體排放導(dǎo)致了氣候問(wèn)題,嚴(yán)峻的氣候形勢(shì)使得重度污染空氣的電能來(lái)源必須向清潔環(huán)保的方向發(fā)展;電力設(shè)備的老化問(wèn)題和電力系統(tǒng)結(jié)構(gòu)的高度互聯(lián)使得電力系統(tǒng)在安全性和可靠性方面的問(wèn)題變得尤為突出;同時(shí)用戶(hù)對(duì)電能的質(zhì)量也有較高的要求,這些因素使得傳統(tǒng)的電力系統(tǒng)遇到前所未有的挑戰(zhàn)。在嚴(yán)峻的形勢(shì)下,,開(kāi)發(fā)安全、可靠、經(jīng)濟(jì)、高效、環(huán)境友好和使用靈活的智能電網(wǎng)成為未來(lái)電力系統(tǒng)發(fā)展的目標(biāo)。因此,在新的環(huán)境下,從學(xué)術(shù)的角度對(duì)智能電網(wǎng)進(jìn)行研究意義重大。智能電網(wǎng)是一個(gè)新的課題,本文從經(jīng)濟(jì)學(xué)的角度分析智能電網(wǎng)時(shí)代供需雙方的特點(diǎn),以及供電公司針對(duì)供需雙方的特點(diǎn)應(yīng)該制定的定價(jià)策略。 首先,文章對(duì)智能電網(wǎng)時(shí)代發(fā)電側(cè)的特點(diǎn)進(jìn)行了研究。在智能電網(wǎng)時(shí)代,發(fā)電側(cè)的電源主要有像火電、水電、核電這樣的常規(guī)電能和以風(fēng)電為代表的可再生能源的電能。筆者通過(guò)對(duì)風(fēng)電負(fù)荷進(jìn)行數(shù)據(jù)統(tǒng)計(jì)分析,得出風(fēng)電出力具有波動(dòng)性大,隨機(jī)性明顯,間歇發(fā)電的特點(diǎn),引出了可再生能源接入電網(wǎng)存在的問(wèn)題并給出了未來(lái)智能電網(wǎng)解決上述問(wèn)題的途徑與方法。 然后,本文對(duì)智能電網(wǎng)時(shí)代需求側(cè)的特點(diǎn)進(jìn)行了分析。筆者通過(guò)對(duì)用戶(hù)各個(gè)時(shí)段內(nèi)的用電負(fù)荷進(jìn)行統(tǒng)計(jì)分析,分析結(jié)果表明用戶(hù)用電負(fù)荷具有季節(jié)性和日周期性,用電高峰和低谷時(shí)期明顯,峰谷差比較大。同時(shí)本文通過(guò)對(duì)傳統(tǒng)電網(wǎng)和智能電網(wǎng)的需求側(cè)管理特點(diǎn)進(jìn)行對(duì)比分析得出智能電網(wǎng)具備有力引導(dǎo)用戶(hù)調(diào)整用電時(shí)間的條件,指出智能電網(wǎng)需要制定合理的定價(jià)策略來(lái)引導(dǎo)用戶(hù)用電,這樣才能平緩用戶(hù)的峰谷差。 最后,本文對(duì)智能電網(wǎng)下供電公司的定價(jià)策略做了研究。筆者首先用動(dòng)態(tài)博弈的思想分析了智能電網(wǎng)供電公司售電決策過(guò)程,得出供電公司的售電決策是一個(gè)四步的動(dòng)態(tài)博弈過(guò)程。接著筆者用數(shù)據(jù)分析了風(fēng)電發(fā)電時(shí)間和用戶(hù)用電時(shí)間具有反周期的特點(diǎn),并提出一個(gè)定價(jià)模型。筆者給出了這個(gè)模型的數(shù)學(xué)表達(dá)式,用算例驗(yàn)證了這種定價(jià)模型的可行性。通過(guò)該定價(jià)模型,供電公司可以在可再生能源發(fā)電充足的時(shí)期,隨著用戶(hù)用電越多,制定越高電價(jià),在可再生能源發(fā)電不足時(shí)候,隨著用戶(hù)用電越多,制定越低電價(jià),從而可以更有利的引導(dǎo)用戶(hù)改變用電時(shí)間,從而提高用電側(cè)可再生能源的使用效率。
[Abstract]:The greenhouse effect gas emission causes the climate problem , the severe weather situation makes the electric power source of the severe polluted air must be developed in the direction of clean and environmental protection ; the aging problem of the power equipment and the high interconnection of the system structure make the power system meet the unprecedented challenges . In the new environment , the intelligent power grid is developed safely , reliably , economically , efficiently , environment - friendly and flexible . Therefore , in the new environment , the characteristics of the supply and demand side in the intelligent power grid era are analyzed from the angle of economics , and the pricing strategy that the power supply company should formulate for the characteristics of the supply and demand side should be developed . First , the paper studies the characteristics of the power generation side in the smart grid era . In the smart grid era , the power supply on the power generation side mainly includes the conventional electric energy such as power , electricity , nuclear power and the electric energy of the renewable energy which is represented by wind power . Then , this paper analyzes the characteristics of the demand side of the intelligent power grid era . By the statistical analysis of the electric load in each period of the users , the author compares the demand side management characteristics of the traditional power grid and the intelligent power grid , and concludes that the intelligent power grid has the condition of guiding the user to adjust the electricity consumption time , and points out that the intelligent power grid needs to formulate a reasonable pricing strategy to guide the user electricity , so that the peak - valley difference of the user can be gently . In the end , the paper studies the pricing strategy of the power supply company under the intelligent power grid . First , the author analyzes the power supply decision process of the intelligent power grid by using the idea of dynamic game , and concludes that the electricity sale decision of the power supply company is a four - step dynamic game process . Then , the author presents a pricing model . By using the pricing model , the higher the electricity price can be established as the power consumption of the user is enough , and the lower the electricity price can be established as the power consumption of the user is insufficient , so that the user can be guided to change the electricity consumption time , so that the use efficiency of the power utilization side renewable energy can be improved .
