【摘要】：電力市場是以電力消費需求為中心,按市場運行機制對電力系統(tǒng)中發(fā)電、輸電、配電、售電以及客戶關系等進行協(xié)調運行的管理機制、執(zhí)行系統(tǒng)和交換關系的總和。長久以來,電力工業(yè)作為中國基礎產業(yè)一直被以壟斷的形式實行垂直-體化經營。這種模式導致電力市場缺乏競爭能力,電力行業(yè)發(fā)展滯后�，F(xiàn)今,國家推行引入競爭、打破壟斷、放松管制的政策,試圖改革市場以降低成本、改善服務、提高效率、促進發(fā)展,建立和完善科學有序的新市場。由于電力行業(yè)獨特的技術經濟特性、電能產品的單一性和不可存儲性、電能消費的廣泛性和不可替代性、電網作為傳輸載體的唯一性和壟斷性,使得電力市場與一般商品市場有很大的差別。而構筑科學合理的市場運營模式即成為完善電力市場運營機制、保障電力市場健康有效運行的核心。 本文運用了電力市場理論,分析了市場發(fā)展的現(xiàn)狀、特點、運營模式等內容。首先,在相關組成要素上,本文介紹了電力定價體系、運營規(guī)則及市場監(jiān)管。分析區(qū)域電力市場的電價制定方法和電價體系的構成；討論我國電力市場的監(jiān)管體系,分析監(jiān)管重點。其次,比較了我國與其它國家就電力系統(tǒng)發(fā)展運營方面的差異性,了解世界各國電力市場運營模式。再次,以東北地區(qū)為實例,分析東北電力系統(tǒng)的詳細情況包括資源分布、電源電網結構,以及東北電力市場運營的基本思路,進一步討論東北電力市場運營的基本原則和目標模式。最后,分析電力市場特點,從當前中國電力發(fā)展中需要面對和解決的問題、改革的原則和風險等角度,深入論述區(qū)域電力市場化進程中相關企業(yè)和部門的管理方法和有效運營機制。希望本文可以在理論和現(xiàn)實意義上對其它區(qū)域電力市場的建設提供一些積極的作用。
[Abstract]:The electricity market is a management mechanism that takes the electricity consumption demand as the center, according to the market operation mechanism, carries on the coordinated operation to the generation, the transmission, the distribution, the electricity sale and the customer relations in the electric power system. For a long time, the electric power industry, as the basic industry of China, has been operated vertically and physically in the form of monopoly, which leads to the lack of competitive power in the electricity market. Nowadays, the government pursues the policy of introducing competition, breaking monopoly and deregulating, trying to reform the market in order to reduce the cost, improve the service, improve the efficiency and promote the development. Establish and perfect the scientific and orderly new market. Due to the unique technical and economic characteristics of the power industry, the unique and non-storage of power products, the extensive and irreplaceable power consumption. The uniqueness and monopoly of power grid as transmission carrier make the electricity market and general commodity market very different. To construct a scientific and reasonable market operation mode is to perfect the electricity market operation mechanism. The core of ensuring the healthy and effective operation of the electricity market. This paper uses the theory of electricity market, analyzes the current situation of market development, characteristics, operating mode and other content. First, in the relevant elements, this paper introduces the power pricing system. Operational rules and market supervision. Analysis of the regional electricity market pricing methods and the composition of the electricity price system; This paper discusses the supervision system of China's electricity market, analyzes the key points of supervision. Secondly, it compares the differences between China and other countries in the development and operation of power system, and understands the operation mode of power market in the world. Taking the northeast area as an example, this paper analyzes the detailed situation of the northeast electric power system, including the distribution of resources, the structure of the power network, and the basic ideas of the northeast electric power market operation. Finally, analyze the characteristics of the electricity market, from the current Chinese electricity development needs to face and solve the problems, reform principles and risks, and so on. This paper deeply discusses the management methods and effective operation mechanism of relevant enterprises and departments in the process of regional electric power marketization. It is hoped that this paper can provide some positive effects to the construction of other regional electricity markets in the theoretical and practical sense. .
