【摘要】:隨著我國經(jīng)濟(jì)高速發(fā)展,城市規(guī)劃建設(shè)工作進(jìn)展迅速,市容市貌的變化日新月異。舊城區(qū)改造的規(guī)模、需求、再開發(fā)強(qiáng)度都是史無前例的。在城市改造過程中,要求城市的規(guī)劃設(shè)計(jì)做到傳統(tǒng)與現(xiàn)代共存、保護(hù)與開發(fā)并重,實(shí)現(xiàn)城市可持續(xù)發(fā)展。電力能源作為目前現(xiàn)代城市生活中最重要的能源,科學(xué)、合理、堅(jiān)強(qiáng)的城市電網(wǎng)規(guī)劃、改造、建設(shè)工作才能有效滿足城市發(fā)展需要。 北京城市改造建設(shè)工作處于國內(nèi)領(lǐng)先地位?茖W(xué)系統(tǒng)的評價(jià)北京城市改造工作中涉及的電網(wǎng)工程,特別是改遷擴(kuò)容變電站建設(shè)工程,對提高我國城市改造水平具有重大實(shí)用價(jià)值。作為項(xiàng)目生命周期一項(xiàng)必不可少的重要工作內(nèi)容,項(xiàng)目綜合評價(jià)從整體出發(fā),對建設(shè)項(xiàng)目的技術(shù)、經(jīng)濟(jì)、環(huán)保以及可持續(xù)發(fā)展等條件進(jìn)行系統(tǒng)地分析和論證,從而為投資者進(jìn)行投資決策提供重要依據(jù)。 電網(wǎng)建設(shè)項(xiàng)目是關(guān)系我國國民經(jīng)濟(jì)發(fā)展的重要基礎(chǔ)建設(shè)項(xiàng)目,具有投資大、可靠性要求高、建成以后在用時(shí)間長等特點(diǎn)。因此,電網(wǎng)建設(shè)項(xiàng)目的后評價(jià)研究工作顯得更加重要。本文以項(xiàng)目綜合評價(jià)研究的相關(guān)理論為指導(dǎo),通過分析比較邏輯框架法、對比法、層次分析法、因果分析法、綜合評價(jià)法的常用綜合評價(jià)方法,確定指標(biāo)體系構(gòu)建的基本思路和基本原則。在本文的研究過程中,綜合考慮變電站改遷擴(kuò)容工程綜合評價(jià)的特點(diǎn)和各種指標(biāo)賦權(quán)方法的應(yīng)用效果,本文采用主觀賦權(quán)法中的序關(guān)系分析法計(jì)算指標(biāo)權(quán)重,采用模糊綜合分析法并借助于模糊數(shù)學(xué)的處理方法得出模糊評價(jià)的綜合結(jié)果。最終完成構(gòu)建變電站改遷擴(kuò)容工程綜合評價(jià)體系的工作。 利用第四章構(gòu)建的變電站建設(shè)工程綜合評價(jià)體系,對北京電力公司菜市口110kV變電站建設(shè)工程進(jìn)行系統(tǒng)分析評價(jià),明確了其在技術(shù)、經(jīng)濟(jì)和社會效益等方面的成果。根據(jù)項(xiàng)目綜合評價(jià)研究的工作要求,,并結(jié)合變電站建設(shè)類工程的項(xiàng)目特點(diǎn),驗(yàn)證綜合評價(jià)指標(biāo)體系,得出適用于城區(qū)改遷擴(kuò)容變電站綜合評價(jià)的結(jié)論。本文構(gòu)建的指標(biāo)體系可以為開展類似工程項(xiàng)目的可行性研究工作、綜合評價(jià)研究工作提供有益參考。
[Abstract]:With the rapid development of our economy and the rapid progress of urban planning and construction, the appearance of the city changes with each passing day. The scale, demand and redevelopment intensity of the old urban reconstruction are unprecedented. Urban planning and design is required to coexist with the traditional and modern protection and development to achieve the sustainable development of the city. Power energy as the most important energy in modern urban life is scientific and reasonable. Strong urban grid planning, transformation, construction work can effectively meet the needs of urban development. The urban reconstruction in Beijing is in the leading position in China. The scientific evaluation of the power grid engineering involved in the urban reconstruction work in Beijing, especially the construction project of relocating and expanding substations. It is of great practical value to improve the level of urban transformation of our country. As an indispensable and important work content in the project life cycle, the comprehensive evaluation of the project starts from the whole, and it is of great technical and economic value to the construction project. The conditions of environmental protection and sustainable development are systematically analyzed and demonstrated to provide important basis for investors to make investment decisions. Power grid construction project is an important infrastructure project related to the development of the national economy in China, with the characteristics of large investment, high reliability requirements, long service time after completion, and so on. The post-evaluation research work of power grid construction project is more important. This paper is guided by the relevant theory of project comprehensive evaluation research, through the analysis and comparison of logical framework method, contrast method, analytic hierarchy process, causality analysis. The common comprehensive evaluation method of comprehensive evaluation method, to determine the basic ideas and basic principles of index system construction. In the research process of this paper. Considering the characteristics of comprehensive evaluation of substation relocation and expansion project and the application effect of various index weighting methods, this paper uses the order relation analysis method in subjective weighting method to calculate the index weight. The comprehensive results of fuzzy evaluation are obtained by means of fuzzy comprehensive analysis method and fuzzy mathematics processing method. Finally, the comprehensive evaluation system of substation relocation and expansion project is constructed. Based on the comprehensive evaluation system of substation construction project constructed in Chapter 4th, this paper analyzes and evaluates the 110kV substation construction project of Beijing Electric Power Company, and clarifies its technology. According to the project comprehensive evaluation research work requirements, and combined with the characteristics of substation construction project, verify the comprehensive evaluation index system. A conclusion is drawn that it is suitable for the comprehensive evaluation of urban relocating and expanding substations. The index system constructed in this paper can provide a useful reference for the feasibility study and comprehensive evaluation of similar engineering projects.
