【摘要】：經濟社會與能源環(huán)境的嚴重失調,已經成為發(fā)展中國家可持續(xù)發(fā)展的嚴重制約因子。運用耦合協(xié)調發(fā)展度模型研究日本工業(yè)化進程中經濟社會與能源環(huán)境協(xié)調發(fā)展的演進趨勢,分析其成功經驗,對我國工業(yè)化進程中經濟社會與能源環(huán)境協(xié)調發(fā)展起到一定的指導作用。研究結果表明,日本經濟社會與能源環(huán)境耦合協(xié)調發(fā)展度在工業(yè)化進程中呈現(xiàn)鮮明的階段性特點,經歷了先下降、后上升、趨于平穩(wěn)的3個階段,呼應了日本工業(yè)化進程中快速工業(yè)化階段、產業(yè)結構升級階段、經濟衰退階段,只是由于發(fā)展慣性及環(huán)境政策效果的延遲性,經濟社會與能源環(huán)境耦合協(xié)調發(fā)展度拐點整體上推遲5年左右;另外,擬合結果顯示,產業(yè)結構升級改造以及可再生資源與廢棄物利用程度的提高是促進經濟社會與能源環(huán)境協(xié)調發(fā)展的關鍵環(huán)節(jié)。由此,我國在穩(wěn)定經濟發(fā)展速度、加大節(jié)能減排力度的同時,應考慮提早采取相關措施,進行產業(yè)結構升級、提高再生資源和廢棄物的利用程度,大力發(fā)展循環(huán)經濟,促進經濟社會與能源環(huán)境的協(xié)調發(fā)展。
[Abstract]:The serious imbalance between economy, society and energy environment. It has become a serious restriction factor for the sustainable development of developing countries. This paper studies the evolution trend of the coordinated development of economic society and energy environment in the process of industrialization in Japan by using the coupled and coordinated development degree model and analyzes its successful experience. It will play a guiding role in the coordinated development of economy, society and energy environment in the process of industrialization in China. In the process of industrialization, the degree of coordinated development of Japan's economy, society and energy environment presents distinct stage characteristics, which has experienced three stages: first decreasing, then rising, and tending to steady. It echoes the rapid industrialization stage, the industrial structure upgrading stage and the economic recession stage in the process of Japanese industrialization, only because of the inertia of development and the delay of the effect of environmental policy. The inflexion point of economic, social and energy environment coupling and coordinated development is delayed for about 5 years; In addition, the fitting results show that the upgrading of industrial structure and the improvement of the utilization of renewable resources and wastes are the key links to promote the coordinated development of economic, social and energy environment. While stabilizing the speed of economic development and increasing energy saving and emission reduction, China should take early measures to upgrade the industrial structure, improve the utilization of renewable resources and wastes, and vigorously develop circular economy. To promote the coordinated development of economic, social and energy environment.
