中國(guó)新能源汽車產(chǎn)業(yè)發(fā)展政策研究

【摘要】:經(jīng)過(guò)30多年的快速發(fā)展,汽車產(chǎn)業(yè)已成為我國(guó)經(jīng)濟(jì)的支柱產(chǎn)業(yè),在國(guó)民經(jīng)濟(jì)中扮演著極其重要的角色。特別是近幾年,我國(guó)已經(jīng)成為全球汽車產(chǎn)銷量排名第一的國(guó)家。然而汽車保有量節(jié)節(jié)攀升的背后是石油對(duì)外依存度的不斷提高、能源消費(fèi)結(jié)構(gòu)的不合理和環(huán)境污染問(wèn)題的日趨嚴(yán)重。有研究認(rèn)為,汽車尾氣對(duì)PM2.5的貢獻(xiàn)達(dá)到了22%之多。因此,可以這樣說(shuō),傳統(tǒng)汽車的發(fā)展和使用已經(jīng)不能完全適應(yīng)我國(guó)可持續(xù)發(fā)展的戰(zhàn)略宗旨,推廣新能源汽車勢(shì)在必行。目前,新能源汽車產(chǎn)業(yè)已被七部委聯(lián)合制定的《中國(guó)制造2025》列為十大重點(diǎn)發(fā)展領(lǐng)域之一,必將成為國(guó)家“十三五”、“十四五”規(guī)劃的重點(diǎn)支持產(chǎn)業(yè)。可以設(shè)想,新能源汽車產(chǎn)業(yè)的發(fā)展,不僅將促進(jìn)我國(guó)汽車產(chǎn)業(yè)的升級(jí),而且能在相當(dāng)程度上為解決石油緊缺、環(huán)境污染等棘手問(wèn)題做出貢獻(xiàn),也必將是我國(guó)建設(shè)資源節(jié)約型、環(huán)境友好型社會(huì)的重要舉措。 本文圍繞新能源汽車產(chǎn)業(yè)發(fā)展政策這一課題展開(kāi)。首先,以產(chǎn)業(yè)發(fā)展政策相關(guān)理論作為本文的理論基礎(chǔ),概述了新能源汽車的定義及產(chǎn)業(yè)特點(diǎn)。其次,對(duì)新能源汽車產(chǎn)業(yè)發(fā)展的現(xiàn)狀進(jìn)行了簡(jiǎn)要分析。并結(jié)合我國(guó)現(xiàn)有新能源汽車產(chǎn)業(yè)發(fā)展政策,研究了新能源汽車產(chǎn)業(yè)發(fā)展政策促進(jìn)產(chǎn)業(yè)發(fā)展的作用機(jī)制,進(jìn)而總結(jié)出我國(guó)新能源汽車產(chǎn)業(yè)發(fā)展政策存在的一些不足。再次,在對(duì)發(fā)達(dá)國(guó)家新能源汽車產(chǎn)業(yè)發(fā)展政策進(jìn)行梳理之后,提煉出有利于我國(guó)的經(jīng)驗(yàn)。最后,設(shè)計(jì)出有助于我國(guó)未來(lái)新能源汽車產(chǎn)業(yè)發(fā)展的政策。
[Abstract]:After more than 30 years of rapid development, the automobile industry has become the pillar industry of our economy, playing an extremely important role in the national economy, especially in recent years. China has become the first country in the world in automobile production and sales. However, the increase of automobile ownership is due to the continuous improvement of oil dependence on foreign countries. The unreasonable structure of energy consumption and the increasingly serious problem of environmental pollution. Some studies believe that the contribution of automobile exhaust to PM2.5 is as much as 22%. Therefore, we can say so. The development and use of traditional vehicles can not fully adapt to the strategic purpose of sustainable development in China. It is imperative to promote new energy vehicles. New energy automobile industry has been jointly formulated by seven ministries and commissions "made in China 2025" as one of the top ten key areas of development, will become the "Thirteenth Five-Year Plan". It can be envisaged that the development of the new energy automobile industry will not only promote the upgrading of China's automobile industry, but also solve the oil shortage to a certain extent. Environmental pollution and other thorny issues will contribute to the construction of a resource-conserving and environment-friendly society in China. This paper focuses on the development policy of new energy automobile industry. Firstly, taking the theory of industrial development policy as the theoretical basis of this paper, summarizes the definition and industrial characteristics of new energy vehicle. This paper briefly analyzes the current situation of the development of the new energy automobile industry, and studies the mechanism of promoting the development of the new energy automobile industry in combination with the existing development policy of the new energy automobile industry in China. Finally, after combing the development policy of the new energy automobile industry in the developed countries, we extract the experience in favor of our country. Design the policy that will help our country develop new energy automobile industry in the future.
