【摘要】：隨著我國經(jīng)濟(jì)的持續(xù)快速發(fā)展，，資源約束將越來越成為影響國民經(jīng)濟(jì)可持續(xù)發(fā)展的一個重大因素，加快開發(fā)利用海外資源將是我國的必然選擇。同時，在不斷增長的海外投資熱潮中，潛在的風(fēng)險因素越來越多。 本文通過對全球礦產(chǎn)資源表現(xiàn)出的特征，總結(jié)出礦產(chǎn)資源應(yīng)樹立包容性增長的理念。同時對中國海外礦業(yè)投資現(xiàn)狀和潛在風(fēng)險進(jìn)行了分析，并提出相應(yīng)的防范措施。這對于中國企業(yè)走向海外市場，化解國家在礦業(yè)領(lǐng)域出現(xiàn)的危機(jī)，促進(jìn)國民經(jīng)濟(jì)的可持續(xù)發(fā)展，具有重要的現(xiàn)實(shí)作用。 本文通過對全球礦產(chǎn)資源所表現(xiàn)出特征進(jìn)行研究，探討中國海外礦業(yè)投資的現(xiàn)狀、存在問題及發(fā)展出路，通過對多年來中國海外投資數(shù)據(jù)的收集及企業(yè)的實(shí)踐，對可能存在的系列風(fēng)險因素進(jìn)行了闡述，并提出相應(yīng)的防范措施。 1.根據(jù)全球礦產(chǎn)資源的特征，提出了礦產(chǎn)資源利用，各個國家及行業(yè)所應(yīng)樹立的資源開發(fā)理念。通過對中國海外礦業(yè)投資現(xiàn)狀的分析，提出了今后海外礦業(yè)投資發(fā)現(xiàn)的趨勢。 2.根據(jù)中國海外礦業(yè)投資存在問題，提出了礦業(yè)投資環(huán)境、資源、地質(zhì)環(huán)境、法律、財務(wù)、資本、市場、人才等方面潛在的風(fēng)險及防范措施。 3.通過案例分析，以及總結(jié)海外投資發(fā)展所帶來的機(jī)遇，認(rèn)為中國企業(yè)海外投資要采取如下應(yīng)對策略：（1）加強(qiáng)海外項(xiàng)目的信息的篩選；（2）建立企業(yè)合作機(jī)制；（3）加強(qiáng)資本動作；（4）建立信息及人才信息庫；（5）整合已收購企業(yè)等。
[Abstract]:With the sustained and rapid development of China's economy, resource constraints will increasingly become a major factor affecting the sustainable development of the national economy, and speeding up the development and utilization of overseas resources will be the inevitable choice of our country. In the growing overseas investment boom, there are more and more potential risk factors. Based on the characteristics of global mineral resources, this paper summarizes the concept of inclusive growth of mineral resources, and analyzes the current situation and potential risks of China's overseas mining investment. It is very important for Chinese enterprises to go overseas, resolve the crisis in mining industry and promote the sustainable development of national economy. By studying the characteristics of global mineral resources, this paper discusses the present situation, existing problems and developing ways of China's overseas mining investment. Based on the collection of overseas investment data and the practice of Chinese enterprises, this paper expounds the possible series of risk factors and puts forward the corresponding preventive measures. 1. According to the characteristics of the global mineral resources, the paper puts forward the utilization of mineral resources and the concept of resource development which should be established by various countries and industries. Through the analysis of the present situation of China's overseas mining investment. The trend of overseas mining investment in the future is put forward. 2.According to the problems existing in China's overseas mining investment, the potential risks and preventive measures in mining investment environment, resources, geological environment, law, finance, capital, market, talent and so on are put forward. 3. Through the case analysis and the opportunity of overseas investment development, it is concluded that the Chinese enterprises should adopt the following strategy: 1) strengthen the information screening of overseas projects; (2) establishing enterprise cooperation mechanism; Strengthening capital action; (4) Establishment of information and talent information base; Integration of acquired enterprises, etc.
