中石油X油田公司培訓體系優(yōu)化研究

【摘要】:企業(yè)競爭歸根結底是人才的競爭,企業(yè)人力資源依托培訓增值,而科學完善的培訓體系是實現(xiàn)培訓高效運轉的有效途徑。中石油X油田公司隸屬于中國石油天然氣集團,是國有骨干石油公司,肩負著提供公共服務和實現(xiàn)公共責任的重任。以中石油X油田公司為研究對象,通過分析其培訓體系現(xiàn)狀,發(fā)現(xiàn)其中存在的問題,探究其肇因,并進一步探尋優(yōu)化對策,實現(xiàn)X油田公司培訓體系的優(yōu)化設計,推動國有石油企業(yè)的人力資源開發(fā)。 采用文獻研究法、調查與實證研究法、數(shù)據(jù)分析法和系統(tǒng)分析法,依據(jù)了從發(fā)現(xiàn)問題到分析問題最后解決問題的科學研究思路。從國內外培訓體系發(fā)展脈絡出發(fā),對現(xiàn)有研究理論成果和國內外培訓體系建設的實踐探索進行了綜述。通過問卷調查、深入訪談收集數(shù)據(jù),并結合培訓資料查閱,利用層次分析法和模糊綜合評價法相結合的方法對中石油X油田公司的現(xiàn)有培訓體系進行科學評價,指出了培訓目標單一、培訓制度落后、培訓資源利用不充分和培訓運營低效等主要問題,探究其肇因為傳統(tǒng)培訓理念存在偏差,培訓體系科學性和執(zhí)行力不足,培訓軟件建設力度不夠。最后,依據(jù)高效培訓體系的建設原則,綜合最新培訓體系建設理論成果,借鑒國內外企業(yè)培訓體系建設的成功經驗,并結合中石油X油田公司的發(fā)展目標和實際情況,從完善培訓目標體系、建立培訓制度體系、充實培訓資源體系和科學化培訓運營體系四個方面提出具體優(yōu)化對策。并總結出對我國國有企業(yè)培訓體系建設的啟示,主要包括:更新培訓觀念、以企業(yè)戰(zhàn)略為導向、結合員工職業(yè)生涯規(guī)劃、改進培訓方法、加強培訓評估、健全培訓激勵機制和加強企業(yè)文化建設。 應用的評價和分析方法新穎,對企業(yè)培訓體系建設的問題分析和優(yōu)化方案系統(tǒng)性強,,對大型國有企業(yè)的培訓體系建設和完善具有借鑒價值。
[Abstract]:After all the enterprise competition is the talent competition, the enterprise human resources training based on value, and scientific and perfect training system is the effective way to realize the efficient operation of the training. The petroleum X oil company belonging to Chinese petroleum natural gas group, is the backbone of the state-owned oil company, shouldering the provision of public services and public responsibility. In the oil X oil company as the research object, through the analysis of the present situation of the training system, find the problems, explore its causes, and to further explore the optimization strategy, implementation and optimization of X oil company training system design, promote the development of human resources in the state-owned petroleum enterprise.
Using the method of literature research, investigation and empirical research method, data analysis method and system analysis method, based on the idea of scientific research from the discovery of problems to analyze problems and finally solve the problem. From the domestic and foreign training system development based on the existing theoretical research and practice at home and abroad to explore the construction of training system are reviewed. By the questionnaire survey and in-depth interviews to collect data, and combined with the training data access, the scientific evaluation method using AHP and fuzzy comprehensive evaluation method of the existing training system of the petroleum X oil company, pointed out that the training objectives of a single, the training system is backward, inadequate utilization of training resources and training inefficient operation and other major issues. To explore the cause because the traditional training concept deviation, lack of scientific training system and execution of software construction, strength training is not enough. Finally, according to the effective training The construction principle of system, comprehensive training system the latest theoretical results, learn from the successful experience of the construction of training system of enterprises at home and abroad, and combined with the development goal and the actual situation of the petroleum X oil company, from improving the training target system, establish training system, enrich the four aspects of training resources and scientific training operation system is put forward specific optimization measures. And summed up the training system of the state-owned enterprise of our country enlightenment, mainly including: update the training concept, strategy oriented, combined with employee occupation career planning, improve training methods, strengthen training evaluation, perfecting the training incentive mechanism and strengthen the construction of enterprise culture.
The method of evaluation and analysis of application is novel, which is helpful for analyzing and optimizing the construction of enterprise training system, and has reference value for the construction and improvement of training system for large state-owned enterprises.
