【摘要】：電能是我國(guó)最重要的能源，不僅表現(xiàn)在電力生產(chǎn)影響社會(huì)中的各個(gè)方面，電力穩(wěn)定輸送更是直接關(guān)系到社會(huì)生產(chǎn)和人民生活。改革開放以來，我國(guó)的市場(chǎng)環(huán)境發(fā)生了巨大的變化，經(jīng)濟(jì)持續(xù)高速增長(zhǎng)，整個(gè)社會(huì)對(duì)電能的需求也不斷增加。為保證電力供應(yīng)的穩(wěn)定，我國(guó)進(jìn)行了大批的電力工程項(xiàng)目建設(shè)和改造。本文的研究?jī)?nèi)容為配電網(wǎng)項(xiàng)目后評(píng)價(jià)研究，積極開展電力建設(shè)項(xiàng)目后評(píng)價(jià)工作，不僅能夠總結(jié)已建設(shè)項(xiàng)目的經(jīng)驗(yàn)和教訓(xùn)，更能夠?yàn)楹罄m(xù)建設(shè)項(xiàng)目的決策者提供決策依據(jù)，提高其決策水平，保證再建項(xiàng)目的投資效益。 目前我國(guó)配電網(wǎng)投資項(xiàng)目后評(píng)價(jià)的研究領(lǐng)域中，還沒有一套完善和統(tǒng)一的綜合評(píng)價(jià)體系和方法，，本文的研究希望為電網(wǎng)企業(yè)配網(wǎng)工程后評(píng)價(jià)工作提供參考。本文將配電網(wǎng)投資項(xiàng)目的后評(píng)價(jià)分為實(shí)施過程、運(yùn)營(yíng)效果、財(cái)務(wù)效果、社會(huì)效益和可持續(xù)性這幾個(gè)方面的內(nèi)容，建立配網(wǎng)投資項(xiàng)目后評(píng)價(jià)的指標(biāo)體系和相應(yīng)的模糊綜合評(píng)價(jià)模型。對(duì)包頭市某配電網(wǎng)投資建設(shè)項(xiàng)目進(jìn)行了案例分析，根據(jù)其實(shí)際運(yùn)營(yíng)選取指標(biāo)，進(jìn)行專項(xiàng)后評(píng)價(jià)，并應(yīng)用熵權(quán)法和模糊綜合評(píng)價(jià)模型進(jìn)行實(shí)證分析，得出綜合評(píng)分結(jié)果和結(jié)論。該項(xiàng)目取得一定成果和效益，但是企業(yè)經(jīng)濟(jì)利潤(rùn)較低，所以本文在最后也提出了改進(jìn)的政策建議，有一定的實(shí)踐意義。配網(wǎng)投資建設(shè)項(xiàng)目后評(píng)價(jià)問題的探討對(duì)電網(wǎng)企業(yè)后評(píng)價(jià)工作有很重要的參考和借鑒意義。
[Abstract]:Electric energy is the most important energy in our country, not only in the power production affecting all aspects of society, but also in the stable transmission of electricity is directly related to social production and people's life. Since the reform and opening up. Great changes have taken place in the market environment of our country, the economy continues to grow at a high speed, and the demand for electric energy of the whole society is also increasing, in order to ensure the stability of power supply. China has carried out a large number of power engineering projects construction and transformation. The research content of this paper is the post evaluation of distribution network projects, and actively carry out the post evaluation work of power construction projects. It can not only sum up the experience and lessons of the construction project, but also provide the decision basis for the decision maker of the subsequent construction project, improve its decision-making level, and ensure the investment benefit of the reconstruction project. At present, there is not a set of perfect and unified comprehensive evaluation system and method in the field of post-evaluation of distribution network investment project in China. The research in this paper hopes to provide a reference for the post evaluation of distribution network project. This paper divides the post evaluation of distribution network investment project into implementation process, operation effect and financial effect. Social benefits and sustainability of these aspects, the establishment of distribution network investment project post-evaluation index system and the corresponding fuzzy comprehensive evaluation model. A distribution network investment and construction project in Baotou City was analyzed. According to the actual operation of the selected indicators, a special post-evaluation, and the use of entropy weight method and fuzzy comprehensive evaluation model for empirical analysis, the comprehensive scoring results and conclusions. The project has achieved certain results and benefits. However, the economic profit of enterprises is low, so this paper also put forward some policy suggestions for improvement at the end. The discussion on post evaluation of distribution network investment and construction project is of great reference and reference to the post evaluation of power grid enterprises.
