【摘要】:食品安全事關(guān)全民切身利益,是國(guó)家安全的重要組成部分,對(duì)中國(guó)這樣一個(gè)人口大國(guó)來說,食品安全對(duì)保持社會(huì)穩(wěn)定和經(jīng)濟(jì)發(fā)展有著舉足輕重的重大意義。近幾年食品安全事件頻發(fā),嚴(yán)重影響了人民群眾的健康和國(guó)民經(jīng)濟(jì)的持續(xù)快速發(fā)展,而且,食品安全問題呈現(xiàn)出新的特點(diǎn),特別是大企業(yè)(如三鹿集團(tuán)、雙匯集團(tuán))頻頻成為食品安全事件的主角,顯示出我國(guó)食品安全規(guī)制體制和體系設(shè)計(jì)存在的缺陷,對(duì)食品安全進(jìn)行更有效監(jiān)管已經(jīng)成為迫在眉睫的任務(wù)。 本論文按照經(jīng)濟(jì)學(xué)研究范式,綜合運(yùn)用規(guī)范研究和實(shí)證研究等方法對(duì)我國(guó)食品安全規(guī)制問題進(jìn)行了深入的分析。首先,,在界定了食品安全規(guī)制的定義的基礎(chǔ)上,從信息不對(duì)稱、外部性和激勵(lì)性規(guī)制理論等方面對(duì)食品安全規(guī)制做出了理論分析,解釋了食品安全中政府規(guī)制的必要性;其次,運(yùn)用不完全信息動(dòng)態(tài)博弈對(duì)政府和食品企業(yè)的行動(dòng)進(jìn)行了實(shí)證分析,揭示出我國(guó)食品安全規(guī)制中各主體行動(dòng)的影響因素和政府激勵(lì)企業(yè)進(jìn)行安全生產(chǎn)的激勵(lì)系數(shù);再次,結(jié)合山東8個(gè)地市區(qū)食品安全調(diào)查問卷,剖析了我國(guó)食品安全規(guī)制體制和體系的現(xiàn)狀及存在的問題,構(gòu)建了由投入—運(yùn)作—產(chǎn)出三個(gè)環(huán)節(jié)構(gòu)成的食品安全規(guī)制評(píng)價(jià)指標(biāo)體系并對(duì)山東省8個(gè)地市區(qū)的食品安全規(guī)制效果進(jìn)行了實(shí)際測(cè)度。最后,根據(jù)前文的實(shí)證分析結(jié)果,文章提出了對(duì)食品安全規(guī)制的幾點(diǎn)政策建議,包括積極推進(jìn)食品安全規(guī)制體制改革和不斷完善食品安全規(guī)制體系。
[Abstract]:Food safety concerns the vital interests of the whole people and is an important part of national security. Food safety plays an important role in maintaining social stability and economic development. In recent years, frequent food safety incidents have seriously affected the health of the people and the sustained and rapid development of the national economy. Food safety issues show new characteristics, especially large enterprises (such as Sanlu Group, Shuanghui Group) frequently become the protagonist of food safety events, which shows the defects of food safety regulation system and system design in China. More effective regulation of food safety has become an urgent task. In accordance with the paradigm of economic research, this paper makes a thorough analysis of food safety regulation in China by means of normative research and empirical research. On the basis of defining the definition of food safety regulation, this paper makes a theoretical analysis of food safety regulation from the aspects of information asymmetry, externality and incentive regulation theory. The necessity of government regulation in food safety is explained. Secondly, the dynamic game of incomplete information is used to analyze the actions of the government and food enterprises. It reveals the factors that affect the action of the main bodies in the regulation of food safety in China and the incentive coefficient of the government to encourage enterprises to carry out safe production. Thirdly, based on the questionnaire of food safety in 8 cities of Shandong province, this paper analyzes the current situation and existing problems of food safety regulation system in China. The evaluation index system of food safety regulation is constructed, which is composed of input, operation and output, and the effect of food safety regulation in 8 cities of Shandong province is measured. Finally. Based on the results of the above empirical analysis, this paper puts forward some policy suggestions on food safety regulation, including actively promoting the reform of food safety regulation system and continuously improving the food safety regulation system.
