【摘要】：90年代末以來,面對日益激烈的競爭環(huán)境,我國電子技術(shù)發(fā)展面臨著質(zhì)量、成本和交貨期的多重壓力。如何改變粗放式經(jīng)驗管理的方式,提高電子產(chǎn)品研制技術(shù)水平和管理水平,是科研院所面臨的重要挑戰(zhàn)。 本論文以筆者所在的大型電子產(chǎn)品研制型企業(yè)為背景,結(jié)合企業(yè)在項目管理方面的管理實踐,重點研究如何在研制項目的全過程中推進和實施掙值管理,從而提高研制項目管理的精細化程度。論文在總結(jié)和歸納了項目管理以及掙值管理的基本理論方法的基礎上,提出項目研制中推進和實施掙值管理的重要性,并構(gòu)建掙值管理推進的組織架構(gòu)和職責體系。在實施過程中,以X研制項目為主線,建立了項目掙值管理的流程和步驟,根據(jù)掙值管理的要求和方法。在項目計劃階段,通過工作任務分解WBS、職責分解OBS,完成了CBS的建立,在此基礎上建立了賬目預算和測量基線；在項目執(zhí)行階段,通過不同時段的掙值計算和比較,進行偏差分析,實施動態(tài)調(diào)整。實踐表明,通過掙值管理方法的實施和應用可以提高研制項目的管理水平,從而保證產(chǎn)品研制的進度、費用和質(zhì)量等方面的要求。
[Abstract]:Since the end of 90s, in the face of increasingly fierce competition environment, the development of electronic technology in China is faced with multiple pressure quality, cost and delivery time. How to change the extensive management experience, improve the development level of technology and management of electronic products, is an important challenge facing research institutes.
In this paper, the development of electronic products of large enterprises as the background, combined with the management practice of project management in the enterprise, focus on how to promote and implement the Earned Value Management in the whole process of development projects, so as to improve the level of the fine development of project management. Based on the basic theory and method of management and summary project management, earned value, and put forward the implementation of earned value management the importance of project development, and promote the construction of the earned value management organization and responsibility system. In the implementation process, using X development project as the main line, established the project earned value management processes and procedures, according to the requirements and methods of management earned value. In the project planning stage, through the task decomposition WBS, function decomposition OBS, completed the establishment of CBS, established on the basis of accounting budget and baseline measurement; in the project implementation phase, through Through the calculation and comparison of earned value in different periods, we conduct deviation analysis and carry out dynamic adjustment. Practice shows that the implementation and application of earned value management method can improve the management level of the development project, so as to ensure the progress, cost and quality requirements of product development.
