【摘要】:當(dāng)前我國(guó)氯堿行業(yè)已經(jīng)進(jìn)入了發(fā)展的關(guān)鍵時(shí)期!笆晃濉焙笃冢葔A行業(yè)產(chǎn)能擴(kuò)張過快,燒堿和PVC產(chǎn)能均居世界第一!笆濉逼陂g,每年仍有新的燒堿和PVC裝置投產(chǎn)。產(chǎn)能過剩將導(dǎo)致全行業(yè)開工率不高和惡性競(jìng)爭(zhēng)更加激烈,產(chǎn)品價(jià)格進(jìn)一步走低,全行業(yè)盈利能力降低。面對(duì)氯堿行業(yè)整體發(fā)展形勢(shì)不容樂觀的現(xiàn)狀,公司在資源和產(chǎn)能不占優(yōu)勢(shì)的情況下,,績(jī)效考核的重要性越來越受到關(guān)注。如何通過科學(xué)和嚴(yán)格的績(jī)效考核指標(biāo)達(dá)到激勵(lì)員工的作用,最大限度地調(diào)動(dòng)和發(fā)揮其主觀能動(dòng)性成為三友氯堿管理者必須面臨的問題。作為績(jī)效考核中的重要部分,一個(gè)好的績(jī)效考核體系能夠衡量員工工作績(jī)效,體現(xiàn)工作產(chǎn)出對(duì)組織目標(biāo)的增值作用,促進(jìn)企業(yè)目標(biāo)的實(shí)現(xiàn),為企業(yè)的持續(xù)發(fā)展提供支持。 本文通過對(duì)唐山三友氯堿現(xiàn)有考核模式存在問題進(jìn)行詳細(xì)分析的基礎(chǔ)上,利用關(guān)鍵績(jī)效指標(biāo)法(KPI),對(duì)三友氯堿的戰(zhàn)略目標(biāo)進(jìn)行了分析,設(shè)置了公司級(jí)績(jī)效指標(biāo),隨后以部門職責(zé)和任務(wù)目標(biāo)為基礎(chǔ),結(jié)合公司發(fā)展戰(zhàn)略,設(shè)計(jì)了部門的績(jī)效考核指標(biāo)和各崗位的績(jī)效考核指標(biāo),同時(shí)根據(jù)各指標(biāo)對(duì)公司目標(biāo)的貢獻(xiàn)大小對(duì)其設(shè)定了相應(yīng)權(quán)重和具體考核辦法,從而建立三友氯堿的績(jī)效考核體系。該體系的建立對(duì)公司開展全面績(jī)效考核工作和提高企業(yè)整體效益、幫助企業(yè)持續(xù)發(fā)展具有現(xiàn)實(shí)意義和參考價(jià)值。
[Abstract]:The current domestic chlor alkali industry has entered a critical period of development. "11th Five-Year" later, the chlor alkali industry, the rapid expansion of production capacity, production capacity of caustic soda and PVC ranked first in the world. "12th Five-Year" during the year of caustic soda and the new PVC device production. Excess capacity will lead to industry wide opening rate is not high and the vicious competition more intense, product prices fall further, reduce the profitability of the whole industry. In the face of chlor alkali industry overall development situation is not optimistic about the current situation, the company does not have advantages in resources and capacity, the importance of performance appraisal has attracted more and more attention. How to use scientific and strict performance appraisal index to motivate the role of maximum to mobilize and exert their subjective initiative to become managers must face the friends of chlor alkali. As an important part in the performance appraisal, a good performance evaluation system can balance The work performance of the employees reflects the value added effect of the work output to the organizational goals, promotes the realization of the enterprise goals, and provides support for the continuous development of the enterprise.
Based on the existing problems of Tangshan Sanyou chlor alkali assessment model are analyzed in detail. The use of key performance indicators (KPI), the strategic goal of Sanyou chlor alkali was analyzed, set up a company level performance index, followed by the responsibilities of departments and the mission objectives as the basis, combined with the company's development strategy, the design of the Department's performance the post evaluation index and performance evaluation index, and according to the contribution of every index to the goals of the company set the corresponding weights and the specific assessment methods, so as to establish Sanyou chlor alkali performance appraisal system. The establishment of the system of the company to carry out a comprehensive performance assessment work and improve the overall efficiency of enterprises, has practical significance and reference value for development to help enterprises.
