【摘要】:人才競(jìng)爭(zhēng)已成為國(guó)際化競(jìng)爭(zhēng)的核心,國(guó)際化經(jīng)營(yíng)戰(zhàn)略的成功歸根結(jié)底要靠人才。近年來,我國(guó)石油企業(yè)積極響應(yīng)黨中央提出的要利用國(guó)內(nèi)外“兩種資源、兩個(gè)市場(chǎng)”,實(shí)施“走出去”開發(fā)海外石油資源的戰(zhàn)略,大力拓展海外市場(chǎng),建立海外石油生產(chǎn)基地,組建國(guó)際合作公司,廣泛開展對(duì)外技術(shù)交流,取得了可喜的成績(jī)。勝利油田作為東部重要的石油工業(yè)基地,勘探開發(fā)50多年來,國(guó)際化發(fā)展走在石油企業(yè)的最前沿,已有近20年的歷史,勝利油田要在激烈市場(chǎng)競(jìng)爭(zhēng)中生存、發(fā)展、壯大,要在參與國(guó)際市場(chǎng)競(jìng)爭(zhēng)中立于不敗之地,從根本上講,必須重視國(guó)際化人才隊(duì)伍的建設(shè),而人才培訓(xùn)作為人力資源管理的核心職能之一,對(duì)國(guó)際化經(jīng)營(yíng)戰(zhàn)略的成功、可持續(xù)發(fā)展目標(biāo)的實(shí)現(xiàn)發(fā)揮著至關(guān)重要的作用。因此,如何加強(qiáng)和改進(jìn)勝利油田國(guó)際化人才培訓(xùn)工作方法和對(duì)策,培養(yǎng)造就一批“懂技術(shù)、會(huì)外語(yǔ)、能交流”的國(guó)際化復(fù)合型人才,提高國(guó)際化人才隊(duì)伍整體素質(zhì)和參與國(guó)際市場(chǎng)競(jìng)爭(zhēng)能力是本文所要探討研究的問題所在。 論文通過對(duì)國(guó)內(nèi)外石油企業(yè)國(guó)際化培訓(xùn)差異性進(jìn)行分析,對(duì)勝利油田國(guó)際化人才培訓(xùn)現(xiàn)狀和存在的問題進(jìn)行歸納總結(jié),在此基礎(chǔ)上提出了改進(jìn)勝利油田國(guó)際化人才培訓(xùn)的方法和對(duì)策,,主要包括:進(jìn)一步探索建立國(guó)際化人才培訓(xùn)配套機(jī)制,探索創(chuàng)新國(guó)際化人才培訓(xùn)方式,豐富拓展國(guó)際化人才培訓(xùn)內(nèi)容,拓寬延伸國(guó)際化人才培養(yǎng)對(duì)象范圍,探索創(chuàng)新國(guó)際化人才培訓(xùn)模式,優(yōu)化重組國(guó)際化人才培訓(xùn)資源等五個(gè)方面的內(nèi)容。本文主要是對(duì)勝利油田國(guó)際化人才培訓(xùn)的初步探索,旨在希望通過本論文的研究,對(duì)提升國(guó)際化人才的培訓(xùn)成效和企業(yè)人力資源管理水平有所幫助,對(duì)勝利油田“打造國(guó)際一流,實(shí)現(xiàn)率先發(fā)展”的目標(biāo)和加快國(guó)際市場(chǎng)開拓步伐具有一定的促進(jìn)和推動(dòng)作用,對(duì)國(guó)內(nèi)石油企業(yè)及其他行業(yè)提供有益的參考。
[Abstract]:Talent competition has become the core of international competition, and the success of international management strategy depends on talents. In recent years, the petroleum enterprises of our country respond positively to the two kinds of resources proposed by the CPC Central Committee to utilize "domestic and foreign resources". The two markets should implement the strategy of "going abroad" to develop overseas oil resources, vigorously expand overseas markets, establish overseas oil production bases, set up international cooperation companies, and extensively carry out technological exchanges with foreign countries. Shengli Oilfield, as an important oil industry base in the east of China, has been developing in the forefront of petroleum enterprises for more than 50 years, and has a history of nearly 20 years. In order to survive, develop and expand in the fierce market competition, Shengli Oilfield must be in an invincible position to participate in the international market competition. Fundamentally speaking, it is necessary to attach importance to the construction of international talent team. As one of the core functions of human resource management, talent training plays a vital role in the success of international business strategy and the realization of sustainable development goal. How to strengthen and improve the working methods and countermeasures of international talents training in Shengli Oilfield, and cultivate a group of international compound talents who can understand technology, can communicate with foreign languages. Improving the overall quality of the international talent team and participating in the international market competition is the problem to be discussed in this paper. Through the analysis of the difference of international training of oil enterprises at home and abroad, this paper summarizes the current situation and problems of international training in Shengli Oilfield. On this basis, the paper puts forward the methods and countermeasures to improve the training of international talents in Shengli Oilfield, mainly including: further exploring the establishment of supporting mechanism of international talents training and exploring innovative ways of training international talents. Enrich and expand the content of international talent training, broaden the scope of international talent training, explore innovative international talent training model. Optimization of the restructuring of international talent training resources and other five aspects. This paper is mainly on the preliminary exploration of international talent training in Shengli Oilfield, in order to hope that through the study of this paper. To improve the training of international talent and the level of human resources management, Shengli Oilfield "to create a first-class international." To realize the goal of taking the lead in development and to speed up the pace of international market development has a certain role in promoting and promoting, and provides a useful reference for domestic oil enterprises and other industries.
