【摘要】：電力企業(yè)的發(fā)展和信息化建設(shè)密不可分，從生產(chǎn)運(yùn)行、業(yè)務(wù)管理、客戶服務(wù)、企業(yè)文化建設(shè)等方面均需要信息化建設(shè)的支撐。電力企業(yè)要實(shí)現(xiàn)提供優(yōu)質(zhì)的電能服務(wù)和建設(shè)高效率的企業(yè)，不僅為信息技術(shù)應(yīng)用提供了寬廣的舞臺(tái)，更是信息化建設(shè)的內(nèi)在動(dòng)力。 本文是在國(guó)家電網(wǎng)公司實(shí)施“SG186”信息化建設(shè)工程的背景下撰寫的，通過對(duì)黑龍江省電力有限公司(HLJEPCL)實(shí)施信息化工程的建設(shè)過程進(jìn)行研究，，并深入探討信息化改革以及業(yè)務(wù)流程重組對(duì)一個(gè)企業(yè)的管理產(chǎn)生的深遠(yuǎn)影響。 通過采用個(gè)案研究法、經(jīng)驗(yàn)總結(jié)法以及描述性研究法并依據(jù)筆者多年來的基層工作經(jīng)驗(yàn)對(duì)電力企業(yè)中某一業(yè)務(wù)流程及某地市級(jí)企業(yè)各組織層級(jí)實(shí)施信息化過程中遇到的現(xiàn)象，以小見大、闡述實(shí)施過程中產(chǎn)生的問題，并提出行之有效的解決方法。參照解決途徑來進(jìn)行歸納總結(jié)，從而使之系統(tǒng)化、理論化。并將已有的、客觀存在的規(guī)律或理論通過自己的理解和驗(yàn)證加以闡述，提出弊端并對(duì)實(shí)際問題加以說明。 通過對(duì)黑龍江省電力有限公司實(shí)施信息化建設(shè)過程的研究，并對(duì)實(shí)施中發(fā)生的具體問題以及信息化建設(shè)過程中相伴而生的業(yè)務(wù)流程重組問題及企業(yè)管理過程中產(chǎn)生的變革問題進(jìn)行細(xì)致分析，旨在分析問題癥結(jié)所在，并提出解決的方法和途徑。充分體現(xiàn)信息化工程對(duì)企業(yè)業(yè)務(wù)流程的改變甚至是企業(yè)內(nèi)部組織機(jī)構(gòu)的變革，說明信息化帶動(dòng)管理模式的轉(zhuǎn)變以及對(duì)企業(yè)內(nèi)部組織結(jié)構(gòu)所產(chǎn)生的深遠(yuǎn)影響。
[Abstract]:Closely related to the development of electric power enterprises and informatization construction, from the production operation, business management, customer service, corporate culture and other aspects are the needs of information construction. The supporting power enterprises to achieve the enterprise power service and the construction of high quality, not only provides a broad stage for the application of information technology, is the inherent power of information construction.
This is the implementation of the "SG186" information construction under the background of writing in the national Power Grid Corp, through to the Heilongjiang province electric power company (HLJEPCL) implementation of the construction process of information engineering research, and discusses the far-reaching influence of information management reform and reorganization of business processes of an enterprise.
By using the method of case study, the child is father of the man experience method and descriptive research method and based on the author's many years of grassroots work experience to meet the implementation process of a business process and a municipal enterprise organization level in the electric power enterprise informatization phenomenon, have expounded the problems in the implementation process, and put forward effective solutions. To solve to summarize, system making, theory. And the law or theory exists objectively elaborated through their own understanding and verification, put forward the malpractice and explain the practical problems.
Through the study of the implementation of informatization construction process of Heilongjiang province electric power company, a detailed analysis of reform problems of business process reengineering and the accompanying specific problems in the implementation and the process of information construction and students and in the process of enterprise management, aims to analyze the crux of the problem, and puts forward the ways and means to solve. Fully reflect change the information project of business processes and even organization internal change, explain profound impact information to promote the transformation of the management mode and generated the internal organizational structure.
