【摘要】：隨著中國石油工程建設(shè)企業(yè)大量進(jìn)入國際工程市場，經(jīng)過十多年歷練，雖然取得了一定成效，但由于項(xiàng)目所在國政治、經(jīng)濟(jì)、文化、自然環(huán)境等各方面的情況不同，業(yè)主的項(xiàng)目管理程序規(guī)范不一樣，以及管理理念與管理模式的特殊性，國際EPC(Engineering Procurement Construction,設(shè)計(jì)-采購-施工)工程與國內(nèi)同類工程項(xiàng)目相比有許多不同之處。這些差異往往給國內(nèi)“走出去”的企業(yè)帶來了許多昂貴的代價(jià)甚至遭遇了無法克服的困難，制約了這些企業(yè)在海外進(jìn)一步做強(qiáng)做大。為了避免國內(nèi)企業(yè)在“走出去”過程中犯同樣的管理錯(cuò)誤，如何總結(jié)分析歸納EPC項(xiàng)目的管理風(fēng)險(xiǎn)，針對(duì)典型風(fēng)險(xiǎn)采取措施，減少失誤，以提高EPC項(xiàng)目的管理水平值得我們深入分析和研究。 本文首先介紹了國內(nèi)外有關(guān)EPC工程項(xiàng)目管理風(fēng)險(xiǎn)的研究和論述,解析了EPC總承包模式的含義、來歷、主要內(nèi)容，闡述了EPC工程總承包項(xiàng)目的建設(shè)程序、管理模式、業(yè)主和承包商的責(zé)任范圍，分析了EPC總承包、施工總承包及BOT總承包模式之間的關(guān)系，指出了EPC總承包的優(yōu)缺點(diǎn)及適用條件。 接著，本文重點(diǎn)分析了EPC總承包項(xiàng)目風(fēng)險(xiǎn)產(chǎn)生的原因及過程，，對(duì)EPC項(xiàng)目的風(fēng)險(xiǎn)從不同角度進(jìn)行了分類，分析了環(huán)境系統(tǒng)、技術(shù)系統(tǒng)、行為主體系統(tǒng)、管理過程系統(tǒng)、目標(biāo)系統(tǒng)等系統(tǒng)風(fēng)險(xiǎn)，描述了EPC總承包項(xiàng)目所具有的多樣性、復(fù)雜性、社會(huì)性、全局性等風(fēng)險(xiǎn)特征。 然后，本文重點(diǎn)分析了在實(shí)施國際石油EPC總承包項(xiàng)目遇到的典型風(fēng)險(xiǎn)，主要包括投標(biāo)報(bào)價(jià)風(fēng)險(xiǎn)、設(shè)計(jì)風(fēng)險(xiǎn)、采購風(fēng)險(xiǎn)、HSE風(fēng)險(xiǎn)及公共安全風(fēng)險(xiǎn)、合同風(fēng)險(xiǎn)、分包風(fēng)險(xiǎn)、進(jìn)度風(fēng)險(xiǎn)、財(cái)稅風(fēng)險(xiǎn)等八大典型風(fēng)險(xiǎn)，并結(jié)合作者多年來對(duì)EPC項(xiàng)目的管理實(shí)踐提出了相應(yīng)的應(yīng)對(duì)策略，值得其他中國EPC總包商在進(jìn)入國際市場時(shí)參考借鑒。
[Abstract]:With the large number of Chinese petroleum engineering construction enterprises entering the international engineering market , after more than ten years of experience , though some achievements have been achieved , the project ' s project management procedures are different because of the different aspects of politics , economy , culture and natural environment in the country of the project . This paper first introduces the research and discussion about the risk of EPC project management at home and abroad , analyzes the meaning , history and main contents of EPC general contracting mode , expounds the construction procedure , management mode , owner and contractor ' s responsibility scope of EPC project general contracting project , analyzes the relationship between EPC general contracting , general contracting of construction and general contracting mode of BOT , and points out the advantages and disadvantages and applicable conditions of EPC general contracting . Secondly , this paper analyzes the causes and process of EPC general contracting project risk , classifies the risks of EPC project from different angles , analyzes the system risks such as environmental system , technical system , behavior subject system , management process system , target system and so on , and describes the risk characteristics of diversity , complexity , social and global nature of EPC general contracting project . Then , this paper focuses on the typical risks encountered in the implementation of the EPC general contracting project , including bidding quotation risk , design risk , procurement risk , HSE risk , public safety risk , contract risk , subcontracting risk , progress risk , financial and tax risk and so on .
