【摘要】：鋼鐵工業(yè)是中國(guó)工業(yè)體系的基礎(chǔ)產(chǎn)業(yè),在國(guó)民經(jīng)濟(jì)中起著舉足輕重的作用,而鐵礦石作為鋼鐵冶煉的最基本原料,其重要性也不容忽視。隨著中國(guó)工業(yè)化和城鎮(zhèn)化進(jìn)程的加快,鋼鐵工業(yè)對(duì)鐵礦石的需求量越來(lái)越大,自2003年開(kāi)始,中國(guó)成為世界第一大鐵礦石消費(fèi)國(guó)和進(jìn)口國(guó)。然而在三大礦山控制鐵礦石定價(jià)權(quán)的背景下,國(guó)際鐵礦石價(jià)格不斷高漲,中國(guó)卻因在國(guó)際鐵礦石市場(chǎng)上議價(jià)能力弱,缺乏定價(jià)權(quán)而被迫成為鐵礦石進(jìn)口價(jià)格的接受者。中國(guó)國(guó)際鐵礦石進(jìn)口定價(jià)權(quán)的缺失,微觀(guān)上造成了中國(guó)鋼鐵企業(yè)產(chǎn)品成本上升同時(shí)對(duì)中國(guó)相關(guān)產(chǎn)業(yè)的發(fā)展造成了巨大的壓力；宏觀(guān)上對(duì)中國(guó)的經(jīng)濟(jì)利益與經(jīng)濟(jì)安全產(chǎn)生了巨大的影響。 隨著國(guó)際鐵礦石定價(jià)機(jī)制的金融化趨勢(shì)逐漸加強(qiáng),鐵礦石進(jìn)口價(jià)格的不確定性將更加劇烈,中國(guó)鐵礦石進(jìn)口大國(guó)與定價(jià)權(quán)缺失這一矛盾在新形勢(shì)下將更加激化。因此,在這種背景下,本文通過(guò)研究國(guó)際鐵礦石定價(jià)的內(nèi)在機(jī)制,在深入分析中國(guó)鐵礦石進(jìn)口定價(jià)權(quán)缺失原因的基礎(chǔ)上,為中國(guó)爭(zhēng)取鐵礦石進(jìn)口定價(jià)權(quán)提出原則和對(duì)策。 本文的研究?jī)?nèi)容共分為四個(gè)部分： 第一部分主要闡述了本文的研究背景與意義以及梳理了國(guó)內(nèi)外的研究現(xiàn)狀,并介紹了研究?jī)?nèi)容與方法。 第二部分從第二章收集大量數(shù)據(jù)分析了鐵礦石國(guó)際市場(chǎng)供需現(xiàn)狀以及國(guó)際鐵礦石定價(jià)機(jī)制的歷史演進(jìn)過(guò)程,到第三章闡述了中國(guó)鐵礦石進(jìn)口定價(jià)權(quán)缺失的現(xiàn)狀以及其對(duì)中國(guó)經(jīng)濟(jì)等各方面的影響,為第三部分做了鋪墊。 第三部分是本文的重點(diǎn)和目的,第四章分析原因,第五章提出對(duì)策。第四章深入探討了中國(guó)國(guó)際鐵礦石進(jìn)口定價(jià)權(quán)缺失的原因。一方面,國(guó)際寡頭壟斷以及國(guó)際金融資本的滲透是中國(guó)國(guó)際鐵礦石進(jìn)口定價(jià)權(quán)缺失的深層原因。另一方面,中國(guó)的經(jīng)濟(jì)政策和中國(guó)鋼鐵工業(yè)的基礎(chǔ)薄弱使得中國(guó)在國(guó)際鐵礦石進(jìn)口定價(jià)中進(jìn)一步喪失定價(jià)權(quán)。第五章從原則、政府、企業(yè)三個(gè)方面闡述了中國(guó)爭(zhēng)取國(guó)際鐵礦石進(jìn)口定價(jià)權(quán)的對(duì)策。 第四部分為本文結(jié)論,總結(jié)了全文并對(duì)該話(huà)題進(jìn)行了展望。
[Abstract]:Iron and steel industry is the basic industry of China's industrial system, which plays an important role in the national economy, and iron ore as the most basic raw material for iron and steel smelting. With the acceleration of industrialization and urbanization in China, the iron and steel industry is in increasing demand for iron ore, which has been in demand since 2003. China has become the world's largest consumer and importer of iron ore. However, in the context of the three major mines to control the pricing of iron ore, the international iron ore prices are rising. However, because of the weak bargaining power in the international iron ore market and the lack of pricing power, China is forced to become the recipient of the import price of iron ore. At the same time, it causes tremendous pressure on the development of related industries in China. Macroscopically to China's economic interests and economic security has a huge impact. With the trend of financialization of international iron ore pricing mechanism, the uncertainty of iron ore import price will become more acute. The contradiction between China's big iron ore importing country and the lack of pricing power will be intensified in the new situation. Therefore, in this context, this paper studies the internal mechanism of international iron ore pricing. On the basis of deeply analyzing the reasons for the lack of pricing right of iron ore import in China, the paper puts forward the principles and countermeasures for China to strive for the pricing right of iron ore import. The research content of this paper is divided into four parts: The first part mainly elaborates the research background and significance of this paper, combs the domestic and foreign research present situation, and introduces the research content and the method. The second part collects a lot of data from the second chapter to analyze the current situation of iron ore supply and demand in the international market and the historical evolution process of international iron ore pricing mechanism. In the third chapter, the author expounds the current situation of the lack of pricing right of iron ore import in China and its influence on China's economy, which paves the way for the third part. The third part is the focus and purpose of this paper. Chapter 4th analyzes the reasons, 5th chapter puts forward the countermeasures. Chapter 4th deeply discusses the reasons for the lack of pricing right of China's international iron ore import. On the one hand. The international oligopoly and the infiltration of international financial capital are the deep reasons for the lack of pricing power of China's international iron ore import. On the other hand. China's economic policy and the weak foundation of China's iron and steel industry make China further lose pricing power in international iron ore import pricing. Chapter 5th from the principles, the government. Three aspects of the enterprise elaborated China for international iron ore import pricing rights countermeasures. Part 4th is the conclusion of this paper, summarizes the full text and prospects for this topic.
