【摘要】：十五以來，根據(jù)我國(guó)國(guó)防軍事現(xiàn)代化的發(fā)展要求，國(guó)家不斷加大航天軍工企業(yè)投資力度，通過改善科研生產(chǎn)基礎(chǔ)能力的固定資產(chǎn)投資項(xiàng)目建設(shè)，不僅使促進(jìn)航天事業(yè)發(fā)展的目的正在實(shí)現(xiàn)，而且還使我國(guó)相當(dāng)多的航天技術(shù)正在出現(xiàn)趕超世界先進(jìn)水平的趨勢(shì)。由于航天軍工企業(yè)固定資產(chǎn)投資項(xiàng)目主要是依據(jù)軍品任務(wù)進(jìn)行的系列研制保障性投資，因此項(xiàng)目建設(shè)存在被動(dòng)和滯后等不足，同時(shí)也存在著因軍品研制的技術(shù)風(fēng)險(xiǎn)而導(dǎo)致項(xiàng)目建設(shè)中斷等現(xiàn)象，所以，項(xiàng)目的風(fēng)險(xiǎn)管理成為確保達(dá)成航天軍工企業(yè)投資項(xiàng)目目標(biāo)的重要手段之一。 本文緊緊圍繞航天軍工企業(yè)固定資產(chǎn)投資項(xiàng)目風(fēng)險(xiǎn)的形成與評(píng)價(jià)等諸多問題展開研究，包括風(fēng)險(xiǎn)管理，尤其是航空航天工業(yè)企業(yè)的固定資產(chǎn)投資項(xiàng)目、風(fēng)險(xiǎn)管理的基本概念、主要的工作目標(biāo)、根據(jù)原則和必要性，，不僅還分析了我國(guó)航天類軍工企業(yè)固定資產(chǎn)投資的風(fēng)險(xiǎn)特征，同時(shí)還以理論為前提針對(duì)投資項(xiàng)目的建設(shè)周期即項(xiàng)目前期、建設(shè)實(shí)施、竣工驗(yàn)收和后評(píng)價(jià)四個(gè)主要階段的重點(diǎn)流程環(huán)節(jié)進(jìn)行了風(fēng)險(xiǎn)識(shí)別和風(fēng)險(xiǎn)應(yīng)對(duì)研究。同時(shí)為了提高軍工固定資產(chǎn)投資項(xiàng)目風(fēng)險(xiǎn)管理工作效率，文章又進(jìn)一步提出了五個(gè)方面的健全措施，從體制機(jī)制和基礎(chǔ)保障的角度為全面風(fēng)險(xiǎn)管理營(yíng)造更好的條件和氛圍。
[Abstract]:Since 15, according to the development requirements of our country's national defense and military modernization, the state has continuously increased the investment intensity of aerospace military enterprises, through improving the basic capability of scientific research and production, the construction of fixed assets investment projects. Not only is the goal of promoting the development of the space industry being realized. Moreover, quite a lot of spaceflight technology in our country is showing the trend of catching up with the advanced level of the world. Because the fixed assets investment project of aerospace military enterprises is mainly a series of research and development support investment based on military task. Therefore, the construction of the project is passive and lagging, but also because of the technical risk of military product development and lead to the interruption of project construction, so. Project risk management has become one of the important means to achieve the goal of aerospace military enterprises investment project. This paper focuses on the formation and evaluation of the risk of fixed assets investment projects in aerospace military enterprises, including risk management, especially the fixed assets investment projects of aerospace industry enterprises. The basic concept of risk management, the main work objectives, according to the principle and necessity, not only analyzes the risk characteristics of fixed assets investment in aerospace military enterprises in China. At the same time, on the premise of the theory, the construction cycle of the investment project, that is, the pre-project, construction implementation. At the same time, in order to improve the efficiency of risk management in the fixed assets investment project of military industry, the risk identification and risk response are studied in the four main stages of completion acceptance and post-evaluation. The article also puts forward five aspects of sound measures to create better conditions and atmosphere for overall risk management from the point of view of institutional mechanism and basic guarantee.
