【摘要】：當(dāng)今世界經(jīng)濟錯綜繁雜、瞬息萬變，受全球國際形勢、市場變化的影響，我國成品油市場競爭也日趨復(fù)雜和激烈，加油站作為成品油零售網(wǎng)絡(luò)的終端，直接面對客戶，是成品油銷售企業(yè)的主要利潤來源。因此，加油站網(wǎng)點建設(shè)項目的成敗直接決定了成品油銷售企業(yè)的生存和發(fā)展。加油站網(wǎng)點建設(shè)項目投資規(guī)模大，建設(shè)周期長，涉及領(lǐng)域多，而且容易受到國家相關(guān)政策的影響，存在著巨大的風(fēng)險。中石化甘肅石油分公司作為區(qū)外公司，在加油站建設(shè)項目的風(fēng)險管理方面處于初期階段，還存在著很多的問題。加油站建設(shè)項目風(fēng)險管理意識不強，風(fēng)險管理制度不完善，風(fēng)險管控能力欠缺。所以對加油站建設(shè)項目風(fēng)險管理進行深入研究，提出全面系統(tǒng)、操作性強的的方法對加油站開發(fā)項目進行風(fēng)險管理就顯得極為迫切。 本文以項目風(fēng)險管理的基本理論為依據(jù)，結(jié)合中石化甘肅石油分公司加油站項目實施的實際情況，重點對加油站建設(shè)項目實施的全過程進行風(fēng)險識別、風(fēng)險評估、風(fēng)險應(yīng)對和風(fēng)險監(jiān)控的研究。指出了加油站建設(shè)項目風(fēng)險管理存在的問題及原因，，對加油站網(wǎng)點建設(shè)項目投資決策階段、建設(shè)施工階段、投入運營階段存在的各種風(fēng)險進行了識別與評價，綜合考慮內(nèi)外部因素，設(shè)計出了科學(xué)合理的風(fēng)險應(yīng)對策略，并結(jié)合中石化甘肅石油分公司的實際情況，提出了相應(yīng)的配套措施。從全面風(fēng)險識別的角度，較系統(tǒng)地總結(jié)了加油站建設(shè)項目全過程的風(fēng)險，包括投資決策階段、前期準備階段、項目建設(shè)階段和項目運營階段的風(fēng)險；結(jié)合加油站開發(fā)項目的特點，歸納了風(fēng)險識別、風(fēng)險評估、風(fēng)險應(yīng)對和風(fēng)險監(jiān)控的技術(shù)和方法。
[Abstract]:In today's world economy, changing the intricate complex, affected by the global market, the international situation changes, China's refined oil market competition has become increasingly complex and intense, gas station as a terminal product oil retail network, directly to the customer, is the main benefit of oil sales company Run Laiyuan. Therefore, the success or failure of the construction project of the gas station directly determines the survival and development of the product oil sales enterprises. Gas station network construction project has large investment scale, long construction cycle, and involves many fields, and is vulnerable to the influence of relevant national policies. There are huge risks. As a foreign company, Sinopec Gansu Petroleum Branch is in the initial stage of risk management in the construction project of gas station, and there are still many problems. The risk management consciousness of the construction project of gas station is not strong, the risk management system is not perfect, and the risk management and control ability is short. Therefore, in-depth study of risk management of gas station construction projects, and put forward a comprehensive and operational way to risk management of gas station development projects is extremely urgent.
