【摘要】：信息作為載體承載著社會(huì)、經(jīng)濟(jì)、文化的發(fā)展,并且支撐著現(xiàn)代化社會(huì)的發(fā)展,并且與人力資源、自然資源組成社會(huì)的底層資源基礎(chǔ)。政府信息資源共享是信息化社會(huì)中發(fā)展的必要工作步驟。隨著城市信息化、現(xiàn)代化、科學(xué)化進(jìn)程的加快,各部門對(duì)政府信息資源共享的需求日益強(qiáng)烈。為實(shí)現(xiàn)錫林郭勒盟政府及各級(jí)部門間信息資源最大程度地共享就顯得尤為重要,為此錫林郭勒盟提出開發(fā)一個(gè)能夠整合當(dāng)前政府信息資源的統(tǒng)一的應(yīng)用平臺(tái)。本課題在內(nèi)蒙古錫林郭勒盟政府要求下,展開了政務(wù)信息交互平臺(tái)的設(shè)計(jì)與研究工作,最終此系統(tǒng)將在整個(gè)盟旗地區(qū)進(jìn)行全面應(yīng)用與推廣,實(shí)現(xiàn)錫林郭勒盟各個(gè)政府部門政務(wù)信息的共享與查閱。本課題研究的錫林郭勒盟政務(wù)信息交換平臺(tái)包括前臺(tái)界面顯示與后臺(tái)維護(hù)兩種主要平臺(tái)。實(shí)現(xiàn)的功能模塊包括政務(wù)信息上傳、政務(wù)信息查詢、部門與用戶管理、自動(dòng)數(shù)據(jù)抓取、公告管理、樣表管理、信息審批等功能模塊。整個(gè)錫林郭勒盟政務(wù)信息交換平臺(tái)能夠有效、快速、安全、可靠和無誤的完成上述功能模塊,并且具有功能界面要簡(jiǎn)單明了、易于操作、程序利于維護(hù)的特點(diǎn)。本文按照軟件工程思想完成了錫林郭勒盟政務(wù)信息交換平臺(tái)的設(shè)計(jì)與實(shí)現(xiàn)工作,并且對(duì)于其中實(shí)現(xiàn)的業(yè)務(wù)難點(diǎn)、實(shí)現(xiàn)細(xì)節(jié)、設(shè)計(jì)思路等內(nèi)容進(jìn)行了介紹與分析。論文將按照可行性分析、功能需求分析、非功能需求分析、架構(gòu)設(shè)計(jì)、模塊設(shè)計(jì)、數(shù)據(jù)庫(kù)設(shè)計(jì)、接口設(shè)計(jì)、系統(tǒng)出錯(cuò)處理設(shè)計(jì)、功能模塊詳細(xì)實(shí)現(xiàn)、系統(tǒng)主要工作流程、功能模塊編碼、系統(tǒng)使用情況的順序進(jìn)行整個(gè)系統(tǒng)的分析與介紹。本文實(shí)現(xiàn)的政務(wù)信息交換平臺(tái)的典型特點(diǎn)包括:(1)結(jié)合錫林格勒盟實(shí)際情況開展整個(gè)地區(qū)的各個(gè)政府部門的信息共享,涉及范圍與規(guī)模比較龐大;(2)作為政務(wù)SOA集成系統(tǒng)的重要組成部分,政務(wù)信息交換平臺(tái)提供信息收集與搜索的服務(wù);(3)支持手工上傳與信息自動(dòng)抓取兩種方式的信息收集方式,同時(shí)也實(shí)現(xiàn)普通文本信息和文件信息的建立索引和模糊搜索。
[Abstract]:As a carrier, information carries the development of society, economy and culture, and supports the development of modern society, and constitutes the bottom resource base of society with human resources and natural resources. The sharing of government information resources is a necessary step for the development of information society. With the acceleration of urban informatization, modernization and scientific process, the demand for government information resources sharing is increasingly strong. In order to realize the maximum sharing of information resources among the governments and departments of the Xilingol League it is particularly important to develop a unified application platform which can integrate the current government information resources. At the request of the government of the Xilingol League of Inner Mongolia, this project has carried out the design and research work of the government information interactive platform. Finally, the system will be fully applied and popularized in the whole league flag area. To realize the sharing and consulting of government affairs information of each government department in Xilingol League. The information exchange platform of Xilingol League includes two main platforms: front interface display and background maintenance. The function modules include the upload of government information, the inquiry of government information, the management of departments and users, the automatic data capture, the management of announcement, the management of sample tables, the examination and approval of information and so on. The whole Xilingol League government information exchange platform can effectively, quickly, safely, reliably and unmistakably complete the above function module, and has the function interface to be simple and clear, easy to operate, and the program is easy to maintain. According to the idea of software engineering, this paper completes the design and implementation of the Xilingol League government information exchange platform, and introduces and analyzes the business difficulties, implementation details, design ideas and so on. According to feasibility analysis, functional requirement analysis, non-functional demand analysis, architecture design, module design, database design, interface design, system error handling design, functional module implementation, system main workflow, The function module code, the system usage sequence carries on the whole system analysis and the introduction. The typical features of the government information exchange platform realized in this paper are as follows: (1) the information sharing of various government departments in the whole region is carried out according to the actual situation of the Siringrad League, which involves a large scope and scale; (2) as an important part of government SOA integration system, the government information exchange platform provides information collection and search services; (3) it can collect information by hand and automatically, at the same time, it can build index and fuzzy search of common text information and file information.
