【摘要】：基于我國職業(yè)培訓(xùn)政策的形成過程和理論邏輯,構(gòu)建勞動者終身職業(yè)培訓(xùn)體系應(yīng)遵循與經(jīng)濟(jì)社會發(fā)展要求相適應(yīng)、與現(xiàn)有學(xué)校教育形式相銜接、滿足勞動者多樣化培訓(xùn)需求以及符合職業(yè)培訓(xùn)活動內(nèi)在規(guī)律四項(xiàng)原則。勞動者終身職業(yè)培訓(xùn)體系可分為需求側(cè)與供給側(cè)兩端,包括需求分析體系、培訓(xùn)供給體系、技術(shù)支撐體系和培訓(xùn)實(shí)施體系四個子系統(tǒng)。加快勞動者終身職業(yè)培訓(xùn)體系構(gòu)建進(jìn)程,應(yīng)統(tǒng)籌解決構(gòu)建方法與技術(shù)路線問題,持續(xù)拓展建設(shè)內(nèi)涵與建設(shè)層次,整合職業(yè)培訓(xùn)資源,擴(kuò)大社會各方面的參與。同時,要加強(qiáng)法律規(guī)制建設(shè),及時解決相關(guān)衍生問題,不斷創(chuàng)新建設(shè)體制與機(jī)制。
[Abstract]:Based on the formation process and theoretical logic of the vocational training policy in China, the construction of lifelong vocational training system for laborers should conform to the requirements of economic and social development, and link up with the existing forms of school education. Meet the diversified training needs of workers and meet the four principles of the inherent law of vocational training activities. The lifelong vocational training system can be divided into demand-side and supply-side, including four subsystems: demand analysis system, training supply system, technical support system and training implementation system. In order to speed up the construction process of lifelong vocational training system for laborers, we should solve the problem of construction method and technical route as a whole, continuously expand the connotation and level of construction, integrate vocational training resources, and expand the participation of all aspects of society. At the same time, we should strengthen the construction of legal regulation, solve the related problems in time, and constantly innovate the system and mechanism.
