【摘要】：新常態(tài)下的糧食安全,關(guān)系到國家穩(wěn)定和發(fā)展的戰(zhàn)略全局。糧食核心區(qū)戰(zhàn)略的實施,對提升國家糧食總產(chǎn)量起到了重要作用。河南作為傳統(tǒng)農(nóng)業(yè)大省,積極推進(jìn)糧食核心區(qū)戰(zhàn)略,確保了糧食產(chǎn)量"十二連增",為維護(hù)國家糧食安全作出了重要貢獻(xiàn)。筆者采用數(shù)據(jù)統(tǒng)計與對比分析的方法,分析了我國糧食安全面臨的形勢,并以河南省為例探討糧食核心區(qū)戰(zhàn)略的實施效果。提出在農(nóng)業(yè)生產(chǎn)資源約束趨緊的客觀條件下,發(fā)展糧食生產(chǎn)必須依靠人力資源,認(rèn)為做好激勵、實現(xiàn)增收、完善保障是此中應(yīng)有之義。建議要構(gòu)建敬農(nóng)愛農(nóng)的價值認(rèn)同,激勵優(yōu)秀農(nóng)業(yè)人才干事創(chuàng)業(yè);鼓勵合理的人員流動和土地流轉(zhuǎn),提高農(nóng)村人力資源使用效率;推進(jìn)農(nóng)民增收與保障工程,解除農(nóng)民種糧的后顧之憂;優(yōu)化農(nóng)村和農(nóng)業(yè)政策環(huán)境,構(gòu)筑保糧增糧的長效機(jī)制。
[Abstract]:The grain security under the new normal condition relates to the strategic overall situation of national stability and development. The implementation of the grain core area strategy has played an important role in enhancing the total grain output of the country. As a large traditional agricultural province, Henan has actively promoted the strategy of grain core area, which has ensured the grain yield to increase by twelve consecutive years, and has made important contributions to the maintenance of national food security. By means of data statistics and comparative analysis, the author analyzes the situation of food security in China, and takes Henan Province as an example to discuss the implementation effect of grain core area strategy. It is pointed out that under the objective conditions of tight constraints on agricultural production resources, the development of grain production must depend on human resources. It is believed that it is necessary to do well in incentives, to achieve income increase and to improve security. It is suggested that we should construct the value identity of respecting agriculture and loving agriculture, encourage outstanding agricultural talents to start their own businesses, encourage rational personnel mobility and land circulation, improve the efficiency of human resources use in rural areas, and promote the project of increasing farmers' income and ensuring their income. The long-term mechanism of increasing grain supply should be established by optimizing the rural and agricultural policy environment.
