【摘要】：培養(yǎng)科技人力資源,增強(qiáng)科技自主創(chuàng)新能力是現(xiàn)代農(nóng)業(yè)企業(yè)提高市場(chǎng)競(jìng)爭(zhēng)力的根本途徑,盡管農(nóng)業(yè)企業(yè)科技人力資源無(wú)論是在數(shù)量上還是在質(zhì)量上都有了較大的提升,但是依然存在著科技人力資源嚴(yán)重匱乏且分布失衡、對(duì)科技人力資源的投入不足、科技人力資源研發(fā)能力和實(shí)際轉(zhuǎn)化率不相匹配等問(wèn)題。針對(duì)這些問(wèn)題,應(yīng)當(dāng)加強(qiáng)國(guó)家與地方政府政策調(diào)控與扶持、建立完善的科技人力資源開(kāi)發(fā)機(jī)制和激勵(lì)機(jī)制、進(jìn)一步加強(qiáng)"產(chǎn)學(xué)研"的結(jié)合程度,最終實(shí)現(xiàn)提高現(xiàn)代農(nóng)業(yè)企業(yè)人力資源競(jìng)爭(zhēng)力的目標(biāo)。
[Abstract]:Cultivating scientific and technological human resources and enhancing the ability of independent innovation in science and technology are the fundamental ways for modern agricultural enterprises to improve their market competitiveness, although the scientific and technological human resources of agricultural enterprises have been greatly improved both in quantity and in quality. However, there are still some problems such as serious shortage and imbalance of scientific and technological human resources, insufficient investment in scientific and technological human resources, mismatch between R & D capability and actual conversion rate of scientific and technological human resources. To solve these problems, we should strengthen the policy control and support of national and local governments, establish a perfect mechanism and incentive mechanism for the development of scientific and technological human resources, and further strengthen the degree of integration of "industry, education and research". Finally, to achieve the goal of improving the competitiveness of human resources of modern agricultural enterprises.
