【摘要】：中小企業(yè)是推動國民經(jīng)濟發(fā)展,構(gòu)造市場經(jīng)濟主體,促進社會穩(wěn)定的基礎(chǔ)力量。中小企業(yè)已成為我國經(jīng)濟和社會發(fā)展中的關(guān)鍵因素,具有大企業(yè)無法替代的戰(zhàn)略地位。同時,作為我國科技創(chuàng)新和高新技術(shù)產(chǎn)業(yè)發(fā)展中的主要力量,科技型中小企業(yè)對我國建設(shè)“創(chuàng)新型國家”也作用巨大。但是,相比于大企業(yè)、壟斷企業(yè)來說,絕大多數(shù)科技型中小企業(yè)都面臨融資難的問題,此外,相對于大企業(yè)來說技術(shù)水平也不夠高,人才相對匱乏、人力資源水平低,管理水平也較落后,也就是說科技型中小企業(yè)若想取得長遠發(fā)展除了要依靠自身的良好經(jīng)營,政府的積極推動肯定是不可或缺的,政府需要提供強有力的政策支持。本文通過對國內(nèi)外政府扶持科技型中小企業(yè)發(fā)展的政策進行梳理總結(jié),并以鄭州三磨所為分析樣本,將企業(yè)自主創(chuàng)新與政府扶持機制相結(jié)合,應用系統(tǒng)的研究方法,也采用比較借鑒了國外先進經(jīng)驗和成功做法,對企業(yè)創(chuàng)新觀念、能力、體制、方法、制度等進行全方位的剖析。此外,從政府扶持方式的視角進行研究,深入分析政府扶持方式的現(xiàn)實狀況和對企業(yè)創(chuàng)新的促進和制約作用,總結(jié)出三磨所現(xiàn)有扶持政策存在的不足,在此基礎(chǔ)上提出相關(guān)政策建議,希望能對地方政府制定促進科技型中小企業(yè)發(fā)展的扶持政策有一定借鑒意義。總的來說,科技型中小企業(yè)作為我國經(jīng)濟發(fā)展的新生力量,帶動著科學技術(shù)的進步、加速了知識經(jīng)濟的有序發(fā)展,在我國經(jīng)濟生活中發(fā)揮著不可替代的作用。然而,由于長期以來,社會認可度不高,政策扶持不到位,科技型中小企業(yè)的發(fā)展面臨重重困難。本文在相關(guān)理論基礎(chǔ)之上,對國內(nèi)外研究現(xiàn)狀加以剖析闡述,從政策層面、外部環(huán)境方面、企業(yè)內(nèi)部情況等方面加以描述,旨在通過政策扶持幫助、促進科技型中小企業(yè)的發(fā)展進步與繁榮。
[Abstract]:Small and medium-sized enterprises are the basic force to promote the development of national economy, construct the main body of market economy and promote social stability. Small and medium-sized enterprises have become a key factor in the economic and social development of our country and have a strategic position that large enterprises cannot replace. At the same time, as the main force in the development of science and technology innovation and high and new technology industry in our country, the small and medium-sized enterprises of science and technology also play an important role in the construction of "innovative country" in our country. However, compared with large enterprises and monopoly enterprises, most of the small and medium-sized technology-based enterprises are faced with the problem of financing difficulties. In addition, compared with large enterprises, the technological level is not high enough, the talent is relatively scarce, and the level of human resources is low. The management level is also relatively backward, that is to say, if small and medium-sized technological enterprises want to achieve long-term development, in addition to relying on their own good management, the positive promotion of the government must be indispensable, and the government needs to provide strong policy support. Through combing and summing up the domestic and foreign government policies to support the development of science and technology small and medium-sized enterprises, and taking Zhengzhou Sanmo as the analysis sample, this paper combines the independent innovation of enterprises with the mechanism of government support, and applies the systematic research method. This paper also analyzes the concept, ability, system, method and system of enterprise innovation by using foreign advanced experience and successful practice for reference. In addition, from the perspective of government support, this paper analyzes the actual situation of government support and the role of promoting and restricting enterprise innovation, and summarizes the shortcomings of the existing support policies. On the basis of this, the author puts forward some relevant policy suggestions, hoping that it can be used for reference for local governments to formulate supportive policies to promote the development of science and technology small and medium-sized enterprises. In general, as a new force in the economic development of our country, the small and medium-sized scientific and technological enterprises drive the progress of science and technology, accelerate the orderly development of knowledge economy, and play an irreplaceable role in the economic life of our country. However, for a long time, the social recognition is not high, the policy support is not in place, the development of science and technology small and medium-sized enterprises is faced with many difficulties. On the basis of relevant theories, this paper analyzes the current research situation at home and abroad, and describes it from the aspects of policy level, external environment, internal situation of enterprises, etc., in order to help through the policy support. We will promote the development, progress and prosperity of small and medium-sized scientific and technological enterprises.
