【摘要】：[目的/意義]互聯(lián)網(wǎng)輿情政策已經(jīng)成為政府機構(gòu)實現(xiàn)網(wǎng)絡(luò)輿情治理規(guī)范化和制度化、提升網(wǎng)絡(luò)輿情治理效能的重要工具。通過研究互聯(lián)網(wǎng)輿情政策文件可以考察政府部門在網(wǎng)絡(luò)輿情治理實踐中的行為策略。[方法/過程]以關(guān)鍵詞檢索的方式在百度和谷歌搜集公開可得的互聯(lián)網(wǎng)輿情政策文本,最終獲得215個有效樣本,并進行內(nèi)容分析和軟件分析。[結(jié)果/結(jié)論]研究發(fā)現(xiàn):政府機構(gòu)在2009年就已經(jīng)頒布政策文件,2012年呈現(xiàn)爆發(fā)式增長;大多數(shù)政策文件未明確界定網(wǎng)絡(luò)輿情的概念;政策發(fā)布機構(gòu)以地市級和縣級政府機構(gòu)為主;政策文件以通知和辦法為主;處置、管理和應(yīng)對是常見的政策主題詞;"維穩(wěn)"思維仍是主導(dǎo),但少數(shù)強調(diào)輿情的民意屬性;大多數(shù)政策文件未規(guī)定回應(yīng)時限,不過在工作原則層面突出時效性和責(zé)任歸屬;工作機制層面,資金保障和工作激勵機制被提及較少,處置、人力資源保障、問責(zé)、領(lǐng)導(dǎo)小組等是關(guān)注重點。
[Abstract]:[purpose / significance] Internet public opinion policy has become an important tool for government institutions to standardize and institutionalize the governance of network public opinion and to improve the effectiveness of network public opinion governance. By studying the policy documents of Internet public opinion, we can investigate the behavior strategies of government departments in the practice of Internet public opinion governance. [method / process] collect open and available Internet public opinion policy texts in Baidu and Google by keyword retrieval, and finally obtain 215 valid samples, and carry out content analysis and software analysis. [results / conclusions] the study found that government agencies had already issued policy documents in 2009 and showed explosive growth in 2012; most policy documents did not clearly define the concept of online public opinion; The policy issuing institutions are prefecture-level and county-level government agencies; the policy documents are mainly notices and methods; the disposal, management and response are common policy themes; the thinking of "maintaining stability" is still dominant, but a few emphasize the public opinion attribute of public opinion; Most policy documents do not set time limits for responses, but highlight timeliness and accountability at the working principle level; at the working mechanism level, financial security and job incentive mechanisms are less mentioned, disposal, human resources security, accountability, Leading groups, etc., are the focus of attention.
