【摘要】：統(tǒng)籌賬戶是機(jī)關(guān)事業(yè)單位基本養(yǎng)老保險(xiǎn)的主要部分。為養(yǎng)老金合理銜接,《人力資源社會(huì)保障部、財(cái)政部關(guān)于貫徹落實(shí)〈國(guó)務(wù)院關(guān)于機(jī)關(guān)事業(yè)單位工作人員養(yǎng)老保險(xiǎn)制度改革的決定〉的通知》規(guī)定了10年過(guò)渡期,使這期間退休者的統(tǒng)籌賬戶養(yǎng)老金的計(jì)算相對(duì)特殊而復(fù)雜。本文根據(jù)各年齡參保人群適用的養(yǎng)老金計(jì)發(fā)辦法,分別對(duì)財(cái)政全額供款單位和差額供款單位參保人建立精算模型。測(cè)算2015年初機(jī)關(guān)事業(yè)單位基本養(yǎng)老保險(xiǎn)統(tǒng)籌賬戶養(yǎng)老金的財(cái)政負(fù)擔(dān),并對(duì)影響因素進(jìn)行敏感性分析,據(jù)此提出完善該養(yǎng)老保險(xiǎn)制度、減輕財(cái)政負(fù)擔(dān)的政策建議。
[Abstract]:As a whole account is the main part of basic endowment insurance of Orgnaization institution. In order to ensure rational convergence of pensions, the circular of the Ministry of Human Resources Social Security and the Ministry of Finance on the implementation of the "decision of the State Council on the Reform of the Pension Insurance system for personnel of organs and institutions" stipulates a transitional period of 10 years. The calculation of the overall account pension for retirees during this period is relatively special and complex. In this paper, according to the method of pension calculation and distribution for people of different ages, an actuarial model is established for the insured of the financial full contribution unit and the difference contributory unit respectively. In the beginning of 2015, the financial burden of the pension of the basic old-age insurance account in the institutions and institutions was calculated, and the sensitivity of the influencing factors was analyzed. Based on this, the policy suggestions on perfecting the pension insurance system and reducing the financial burden were put forward.
