【摘要】：為建設(shè)攻防兼?zhèn)湫涂哲姾瓦m應(yīng)軍事斗爭(zhēng)準(zhǔn)備需要,空軍提出"建設(shè)學(xué)習(xí)型空軍、學(xué)習(xí)型軍營(yíng)",開(kāi)展軍事職業(yè)教育加快提高官兵的綜合素質(zhì)�？哲娷娛侣殬I(yè)教育與軍隊(duì)院校教育、部隊(duì)訓(xùn)練實(shí)踐共同構(gòu)成了三位一體新型軍事人才培養(yǎng)體系,是一種面向全體官兵的在職繼續(xù)教育�？哲娷娛侣殬I(yè)教育經(jīng)過(guò)多年的發(fā)展積累了豐富的軍事人才培養(yǎng)經(jīng)驗(yàn)和成果,同時(shí)也受到了人才培養(yǎng)和使用的體制性障礙、結(jié)構(gòu)性矛盾和政策性問(wèn)題制約。研究空軍軍事職業(yè)教育的發(fā)展和現(xiàn)狀,找出癥結(jié)原因,提出改善的對(duì)策措施,有利于空軍軍事職業(yè)教育突破瓶頸深化發(fā)展,更能夠?yàn)槿婇_(kāi)展軍事職業(yè)教育提出有益的借鑒。本文共設(shè)計(jì)四個(gè)部分,第一部分主要是分析當(dāng)前理論界對(duì)軍事職業(yè)教育研究的重點(diǎn)和方向進(jìn)行綜述。第二部分是介紹空軍開(kāi)展軍事職業(yè)教育的背景、空軍軍事職業(yè)教育的定義內(nèi)涵和目標(biāo)及其特點(diǎn)。第三部分通過(guò)對(duì)探尋空軍軍事職業(yè)教育發(fā)展脈絡(luò),研究制約其發(fā)展存在的問(wèn)題,并對(duì)可能的成因進(jìn)行分析探討。第四部分是對(duì)破解現(xiàn)狀難題改進(jìn)空軍軍事職業(yè)教育組織管理提出可能的對(duì)策建議。本文創(chuàng)新性運(yùn)用軍事人力資源開(kāi)發(fā)與培訓(xùn)、組織行為學(xué)、現(xiàn)代遠(yuǎn)程教育新技術(shù)新手段等多種理論,認(rèn)為只有上下各級(jí)、多方部門(mén),合力共為,深化拓展軍民融合多領(lǐng)域多層級(jí)合作,突破傳統(tǒng)軍事人才培養(yǎng)與使用壁壘,統(tǒng)籌空軍三位一體人才培養(yǎng)體系關(guān)系更加銜接有序、梯次搭配,理論實(shí)踐結(jié)合更加緊密,才能使官兵能力素質(zhì)更加勝任當(dāng)前和未來(lái)崗位任職和作戰(zhàn)行動(dòng)需要。存在的不足一方面是缺少與其他軍種或者是外軍進(jìn)行對(duì)比分析,另一方面是提出的部分對(duì)策措施,需要借力國(guó)防和軍隊(duì)建設(shè)改革東風(fēng),主動(dòng)作為、乘勢(shì)而上,才能使空軍軍事職業(yè)教育更好更快的發(fā)展。
[Abstract]:In order to build an air force with both attack and defense and to meet the needs of preparation for military struggle, the Air Force proposed to build a learning air force and a learning military barracks, and to carry out military vocational education to speed up the improvement of the comprehensive quality of officers and soldiers. The military vocational education of the air force, the education of military academies and the practice of military training constitute a trinity new type of military personnel training system, which is a kind of in-service continuing education for all officers and soldiers. After many years of development, the military vocational education of the air force has accumulated rich experience and achievements in the training of military talents, at the same time, it is also restricted by the institutional obstacles, structural contradictions and policy problems in the cultivation and use of talents. To study the development and present situation of military vocational education in the air force, to find out the causes of the crux, and to put forward the countermeasures to improve it will be helpful for the further development of the military vocational education of the air force through breaking through the bottleneck, and it can also provide useful reference for the whole army to carry out the military vocational education. There are four parts in this paper. The first part is to analyze the emphasis and direction of military vocational education. The second part introduces the background of the military vocational education in the air force, the definition, the goal and the characteristics of the military vocational education in the air force. The third part explores the development of military vocational education in the air force, studies the problems that restrict its development, and analyzes the possible causes. The fourth part is to solve the present situation difficult problem to improve the air force military vocational education organization management possible countermeasure suggestion. This paper innovatively applies military human resources development and training, organizational behavior, new technology and new means of modern distance education and other theories. Deepening the expansion of military-civilian integration and multi-level cooperation, breaking through traditional barriers to the training and use of military personnel, coordinating the relationship between the trinity personnel training system of the Air Force and more orderly, tie-in, and integrating theory and practice more closely. Ability to make officers and men more competent for current and future posts and operational needs. On the one hand, there is a lack of comparative analysis with other services or foreign forces; on the other hand, some of the countermeasures and measures put forward need to take advantage of the national defense and army construction reforms and take the initiative to take advantage of the situation. In order to make the air force military vocational education better and faster development.
