【摘要】：我國(guó)群眾體育發(fā)展水平與我國(guó)的經(jīng)濟(jì)發(fā)展水平不相稱(chēng),難以滿(mǎn)足人民群眾日益增長(zhǎng)的體育需求,制約了我國(guó)建設(shè)體育強(qiáng)國(guó)和人力資源強(qiáng)國(guó)的戰(zhàn)略步伐。因此,針對(duì)我國(guó)群眾體育整體基礎(chǔ)薄弱、發(fā)展不平衡、不同階層之間存在差距和群眾體育資源缺乏投入和整合等因素,要運(yùn)用各種傳播媒介,加大宣傳力度,積極營(yíng)造群眾廣泛參與體育的輿論氛圍,在法律的框架內(nèi)界定群眾體育領(lǐng)域各個(gè)行為主體的權(quán)責(zé)利,合理進(jìn)行機(jī)構(gòu)設(shè)置和權(quán)限劃分,加強(qiáng)對(duì)我國(guó)群眾體育人力資源的管理,提高群眾體育管理人員和相關(guān)人員的整體素質(zhì),改革和完善政府績(jī)效考評(píng)機(jī)制,提升群眾體育在體育事業(yè)中的地位,深化體育體制改革,把解決民生問(wèn)題擺在體育工作的重要位置,夯實(shí)群眾體育基礎(chǔ),使群眾體育走向健康、和諧、正確的軌道。
[Abstract]:The development level of mass sports in our country is not commensurate with the level of economic development of our country, and it is difficult to meet the increasing sports demand of the masses of the people, which restricts the strategic step of building a powerful sports country and a powerful country of human resources in our country. In view of such factors as the weakness of the overall foundation of mass sports in our country, the imbalance in development, the disparity between different strata and the lack of input and integration of mass sports resources, it is necessary to use various media to increase propaganda, We should actively create an atmosphere of public opinion for the extensive participation of the masses in sports, define the rights, responsibilities and interests of various actors in the field of mass sports within the framework of the law, rationally set up institutions and divide their powers, and strengthen the management of human resources for mass sports in China. To improve the overall quality of the mass sports administrators and related personnel, to reform and improve the government performance appraisal mechanism, to enhance the status of mass sports in sports, and to deepen the reform of the sports system, It is important to solve the problems of people's livelihood in sports work, consolidate the foundation of mass sports, and make the mass sports move to a healthy, harmonious and correct track.
