【摘要】：國(guó)發(fā)[2014]46號(hào)文件頒布以來(lái),城鎮(zhèn)居民社會(huì)醫(yī)療保險(xiǎn)卡個(gè)人賬戶用于體育健身消費(fèi)成為地方政府部門(mén)推動(dòng)全民健身、促進(jìn)體育消費(fèi)的重要舉措之一�；诋�(dāng)前學(xué)術(shù)界對(duì)該措施合法性問(wèn)題的爭(zhēng)論,通過(guò)搜集整理各省(市)人力資源和社會(huì)保障部門(mén)、體育部門(mén)在官方網(wǎng)站上進(jìn)行公開(kāi)的實(shí)施細(xì)則,從體育之于健康的價(jià)值、醫(yī)�？▊�(gè)人賬戶的功能、制度變革等角度提出醫(yī)�？▊�(gè)人賬戶用于體育健身消費(fèi)的理由及合理性,并針對(duì)當(dāng)前的實(shí)際問(wèn)題提出優(yōu)化策略。
[Abstract]:Since the promulgation of document No. 46 (2014), the individual accounts of social medical insurance cards for urban residents have become local government departments to promote national fitness. One of the important measures to promote sports consumption. Based on the current debate in academic circles on the legality of the measure, the sports department carries out public implementation rules on the official website by collecting and sorting out the human resources and social security departments of the provinces (cities). From the point of view of the value of sports to health, the function of personal account of medical insurance card and the reform of system, this paper puts forward the reasons and reasonableness of the personal account of medical insurance card for the consumption of physical fitness, and puts forward the optimization strategy in view of the current practical problems.
