河北省T事業(yè)單位人事制度改革研究

【摘要】:事業(yè)單位是我國(guó)特有的概念,以政府職能、公益服務(wù)為主要宗旨,履行管理和服務(wù)職能。事業(yè)單位主要分布在科學(xué)、教育、文化、衛(wèi)生等領(lǐng)域,是我國(guó)各類高素質(zhì)人才的主要集中地。隨著經(jīng)濟(jì)和社會(huì)的不斷發(fā)展,為了更好地履行職能,事業(yè)單位也進(jìn)行了一系列的改革。事業(yè)單位人事制度改革是事業(yè)單位整體改革的核心和關(guān)鍵,對(duì)建設(shè)高素質(zhì)、社會(huì)化的專業(yè)技術(shù)人員隊(duì)伍,推動(dòng)經(jīng)濟(jì)發(fā)展和社會(huì)全面進(jìn)步都具有十分重要的意義。但是,就目前來(lái)看,事業(yè)單位人事制度的改革進(jìn)程還相對(duì)滯后,現(xiàn)有的人事制度還不能完全適應(yīng)社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制,已經(jīng)嚴(yán)重阻礙了事業(yè)單位的發(fā)展。所以,加快推進(jìn)事業(yè)單位人事改革,建立起符合各類事業(yè)單位特點(diǎn)的人事管理制度是當(dāng)前一項(xiàng)重要而緊迫的任務(wù)。本文以河北省T單位為例,分為五部分對(duì)事業(yè)單位人事制度中存在的問(wèn)題進(jìn)行了分析,并提出相應(yīng)的對(duì)策。第一部分主要介紹了本文選題的背景、意義,并對(duì)使用的研究方法和研究思路進(jìn)行了闡述;第二部分主要介紹了事業(yè)單位人事制度的相關(guān)基本概念和人力資源管理理論以及激勵(lì)理論;第三部分從崗位設(shè)置、編外人員管理、人才政策和績(jī)效管理四方面具體分析了T事業(yè)單位現(xiàn)行人事制度;第四部分主要介紹了T事業(yè)單位人事制度中存在的主要問(wèn)題;第五部分針對(duì)T事業(yè)單位人事制度的現(xiàn)存問(wèn)題,提出科學(xué)崗位設(shè)置、規(guī)范編外人員管理、完善人才機(jī)制和績(jī)效管理的改革對(duì)策。
[Abstract]:Institutions are a unique concept in our country, with government functions, public welfare services as the main purpose, performing management and service functions. Institutions are mainly distributed in the fields of science, education, culture, health, etc. Is the main concentration of all kinds of high-quality talents in our country. With the continuous development of economy and society, in order to better perform its functions, Institutions have also carried out a series of reforms. The reform of the personnel system of institutions is the core and key to the overall reform of institutions. It is of great significance to promote economic development and overall social progress. However, at present, the reform process of the personnel system in public institutions is relatively lagging behind, and the existing personnel system cannot fully adapt to the socialist market economic system. It has seriously hindered the development of public institutions. Therefore, it is an important and urgent task to speed up the personnel reform of public institutions and establish personnel management systems that accord with the characteristics of various institutions. This paper takes T units in Hebei Province as an example. It is divided into five parts to analyze the problems existing in the personnel system of institutions and put forward the corresponding countermeasures. The first part mainly introduces the background and significance of this topic and expounds the research methods and research ideas used in this paper. The second part mainly introduces the basic concepts of personnel system of institutions and the theory of human resource management and incentive theory. The personnel policy and performance management of T institutions are analyzed in four aspects: part 4th mainly introduces the main problems existing in the personnel system of T institutions, and part 5th focuses on the existing problems in the personnel system of T institutions. The reform countermeasures of scientific post setting, standardizing the management of non-staff personnel, perfecting talent mechanism and performance management are put forward.
