【摘要】：正當(dāng)前縣域經(jīng)濟(jì)治理面臨人力資源匱乏、土地流轉(zhuǎn)、基礎(chǔ)設(shè)施與公共服務(wù)均等化、生態(tài)破壞和環(huán)境污染、特色產(chǎn)業(yè)發(fā)展五大難題。第一,在城鎮(zhèn)化過程中青壯年流入大中城市,導(dǎo)致縣域人口老齡化嚴(yán)重,養(yǎng)老任務(wù)繁重,留守兒童教育問題突出。農(nóng)業(yè)從業(yè)人員素質(zhì)與現(xiàn)代農(nóng)業(yè)發(fā)展不適應(yīng)。第二,受土地流轉(zhuǎn)制度制約,農(nóng)地規(guī)�；�(jīng)營問題尚未得到有效解決。農(nóng)村宅基地有效利用沒有找到有效途徑,"人在城里、戶在農(nóng)村,城里購房、鄉(xiāng)里有
[Abstract]:At present, county economic governance faces five major difficulties: lack of human resources, land transfer, equalization of infrastructure and public services, ecological destruction and environmental pollution, and development of characteristic industries. First, in the process of urbanization, young and middle-aged people flow into large and medium-sized cities. As a result, the aging of the county population is serious, the task of providing for the aged is heavy, the education of left-behind children is outstanding.
