【摘要】：人口老齡化是一個(gè)全球都要面對且不可逆轉(zhuǎn)的現(xiàn)實(shí)問題,伴隨著這一進(jìn)程的到來,經(jīng)濟(jì)社會的方方面面必將受到人口老齡化的深刻影響,對我國而言,目前人口老齡化程度日益加深,速度日益加快。并且伴隨著少子化現(xiàn)象的出現(xiàn),我國政府的面臨的養(yǎng)老壓力劇增。人口老齡化時(shí)期與社會轉(zhuǎn)型期、全面建成小康社會的關(guān)鍵時(shí)期處于同一時(shí)期,疊加產(chǎn)生的問題更多。面對巨大的養(yǎng)老壓力和社會負(fù)擔(dān),如何養(yǎng)老成為政府解決社會問題的當(dāng)務(wù)之急。本文研究主要分為六個(gè)部分本文研究主要內(nèi)容分為6個(gè)部分,第一部分引言,主要闡述了本文的選題背景、研究意義以及本文的相關(guān)文獻(xiàn)綜述;第二部分為本文的研究方法與理論基礎(chǔ),主要介紹了社會保障理論、公共服務(wù)理論、公共政策理論、政府責(zé)任理論、社區(qū)養(yǎng)老服務(wù)功能理論,利用相關(guān)工具做好理論基礎(chǔ);第三部分為我國社區(qū)養(yǎng)老的現(xiàn)狀與存在問題,通過網(wǎng)上查閱和相關(guān)文獻(xiàn)資料的整理歸納,重點(diǎn)總結(jié)、闡述了我國社區(qū)養(yǎng)老政策演進(jìn)歷程和現(xiàn)階段我國社區(qū)養(yǎng)老服務(wù)發(fā)展現(xiàn)狀;第四部分為分享英國、美國、日本社區(qū)養(yǎng)老的先進(jìn)經(jīng)驗(yàn),通過對它們的借鑒學(xué)習(xí),提出我國社區(qū)養(yǎng)老可借鑒之處;第五部分完善我國社區(qū)養(yǎng)老的對策建議,主要提出了完善法律政策;加強(qiáng)政府責(zé)任;人力資源隊(duì)伍建設(shè),加強(qiáng)社區(qū)網(wǎng)絡(luò)建設(shè)等不同角度的意見和建議。
[Abstract]:Population aging is a global and irreversible reality problem. With the coming of this process, all aspects of economy and society will be deeply affected by population aging. At present, the aging degree of the population is deepening day by day, the speed is speeding up day by day. And with the appearance of the phenomenon of minority children, the pressure on our government to provide for the aged has increased sharply. The key period of building a well-off society in an all-round way is in the same period, and the superposition produces more problems. This paper is divided into six parts: the main content of this paper is divided into six parts, the first part of the introduction, mainly describes the background of this topic. The second part is the research method and theoretical basis of this paper, mainly introduces the social security theory, the public service theory, the public policy theory, the government responsibility theory, The third part is the status quo and existing problems of the community old-age care in our country. This paper expounds the evolution course of the community pension policy and the present situation of the development of the community old-age service in our country. 4th part is to share the advanced experiences of the British, American and Japanese community pension, and learn from them by learning from them. Put forward the community pension in China can be used for reference; 5th part of the improvement of our community pension countermeasures and suggestions, mainly put forward to improve the legal policy, strengthen government responsibility, human resources team construction, Strengthen the community network construction and other different perspectives of the views and suggestions.
