【摘要】：目的了解北京市城區(qū)社區(qū)預防保健人員(防保人員)人力資源現(xiàn)狀,為進一步完善北京市社區(qū)防保人員人力資源配置提供參考。方法采用分階段抽樣方法,選取北京城區(qū)26家社區(qū)衛(wèi)生服務中心的389名防保人員為研究對象。于2015年11—12月,采用自行設(shè)計的調(diào)查問卷進行調(diào)查。問卷主要內(nèi)容有:防保人員的基本情況、防保人員對防保人員數(shù)量充足與否的看法。共發(fā)放問卷389份,回收有效問卷388份,問卷的有效回收率為99.7%。電話詢問社區(qū)衛(wèi)生服務中心有關(guān)負責人獲取2015年各社區(qū)衛(wèi)生服務中心防保人員服務人口數(shù)據(jù)。結(jié)果 26家社區(qū)衛(wèi)生服務中心中,其中5家社區(qū)衛(wèi)生服務中心防保人員人均服務人口數(shù)超過1萬人,16家社區(qū)衛(wèi)生服務中心防保人員人均服務人口數(shù)為(0.5~1)萬人;5家社區(qū)衛(wèi)生服務中心防保人員人均服務人口數(shù)在0.5萬人以下。有應答的387名防保人員中,認為北京社區(qū)防保人員數(shù)量配備充足者占21.5%(83/387),認為數(shù)量配備一般者占32.8%(127/387),認為數(shù)量配備不充足者占45.7%(177/387)。不同年齡、職稱、總工作年限、稅后月收入、人事關(guān)系、城區(qū)及有無公共衛(wèi)生崗位證的防保人員對防保人員數(shù)量充足與否看法的比較,差異有統(tǒng)計學意義(P0.05)。多因素Ordinal回歸分析顯示,社區(qū)防保人員的人事關(guān)系、所在城區(qū)是防保人員對社區(qū)防保人員數(shù)量充足與否看法的影響因素(P0.05)。結(jié)論北京社區(qū)防保人員人力資源存在職稱水平偏低、人員數(shù)量不足及結(jié)構(gòu)配置不合理等問題。建議優(yōu)化社區(qū)防保人員職稱晉升制度、提高勞動報酬、加大人才引進力度等。
[Abstract]:Objective to understand the Beijing city community prevention and health care personnel (health workers) the current situation of human resources, to further improve the Beijing city community health workers to provide reference for the allocation of human resources. Methods adopting multistage sampling method, selected Beijing City 26 community health service centers and 389 health workers as the research object. From 2015 11 to December and by using a self-designed questionnaire survey questionnaire. The main contents are: the basic situation of health workers and health workers to health workers and not a sufficient number of views. A total of 389 questionnaires, 388 valid questionnaires, the effective rate of the questionnaire for the 99.7%. call the relevant person in charge of the community health service center for 2015 the community health care service center service personnel. The response of 387 health workers, community health workers think Beijing is equipped with adequate quantity accounted for 21.5% (83/387), that the number of equipped with general accounted for 32.8% (127/387), equipped with not enough that the number accounted for 45.7% (177/387). Different age, title, total working time, after tax monthly income, personnel relationship, and the number has no comparison of city public health posts permits health workers for health workers adequacy of view, the difference was statistically significant (P0.05). Ordinal regression analysis showed that the community health personnel relationship, where the city is thepreventive to prevent the effects of a sufficient number of community and whether the law factors of security personnel (P0.05). Conclusion There are some problems such as the low level of professional title, the shortage of personnel and the irrational allocation of structure of human resources in Beijing community.
