【摘要】:公務(wù)員作為我國(guó)政府機(jī)構(gòu)管理體系中重要的執(zhí)行角色,承擔(dān)著社會(huì)管理與服務(wù)的責(zé)任。近年來(lái),伴隨我國(guó)社會(huì)經(jīng)濟(jì)文化水平的不斷提高,我國(guó)政府從管理型向服務(wù)型轉(zhuǎn)變深化推進(jìn),社會(huì)監(jiān)督體系不斷完善。公務(wù)員作為國(guó)家行政權(quán)力的執(zhí)行者,其工作方式也隨之發(fā)生了較大變化,因此公務(wù)員面臨著越來(lái)越大的工作壓力。我國(guó)女性公務(wù)員人數(shù)眾多,在全部公職人員中占很大比例。女性獨(dú)特的生理、心理特征及中國(guó)女性面臨的特殊歷史背景、社會(huì)環(huán)境、文化觀念共同造就了中國(guó)女性公務(wù)員工作壓力的特殊性。同時(shí),由于女性在社會(huì)和家庭分工中承擔(dān)的重要作用,這種壓力也會(huì)進(jìn)一步影響整個(gè)公共管理組織甚至整個(gè)社會(huì)的效能和效率。因此,為女性公務(wù)員提供穩(wěn)定的、有針對(duì)性的壓力紓解渠道,不僅可以提高其工作效率和心理健康水平,也對(duì)提高我國(guó)公共事業(yè)管理水平具有非常深遠(yuǎn)的影響。如何緩解女性公務(wù)員面臨的特殊工作壓力已經(jīng)成為我國(guó)加快政府職能轉(zhuǎn)變,深化服務(wù)型政府建設(shè)過(guò)程中不可回避的重要問(wèn)題。我國(guó)學(xué)者目前對(duì)于工作壓力的研究對(duì)象主要集中于學(xué)生、教師、外企職工等群體。近年來(lái),對(duì)公務(wù)員的壓力研究受到越來(lái)越多的重視,但是針對(duì)女性公務(wù)員這一特殊群體的壓力研究還處在起步階段。本文以較為成熟的心理學(xué)、社會(huì)學(xué)、公共管理學(xué)等領(lǐng)域?qū)ぷ鲏毫?wèn)題研究成果的基礎(chǔ)上,從女性視角出發(fā),對(duì)女性公務(wù)員承受的壓力源進(jìn)行探索,分析問(wèn)題產(chǎn)生的主要原因和背景,并針對(duì)女性特點(diǎn)提出管理策略。這項(xiàng)研究是結(jié)合了心理學(xué)與公共管理的跨學(xué)科復(fù)合研究,不僅豐富了公共管理理論,拓展了人力資源管理的應(yīng)用外延,而且具有深遠(yuǎn)的實(shí)踐意義。
[Abstract]:The role of the civil service as an important executive agencies of the Chinese government management system, undertakes the social management and service responsibilities. In recent years, along with the social economic and cultural level of our country continues to improve, the Chinese government changes from management to service to promote the deepening of social supervision, and constantly improve the system of civil servants. As the executor of the national administrative power the way of working, also changed greatly, so the civil service is facing more and more pressure. The number of female civil servants in our country are numerous, accounted for a large proportion in all public officials. The women's unique physiological and psychological characteristics of the special historical background, and Chinese facing women's social environment, cultural concept to create a special the pressure of Chinese female civil servants work. At the same time, because of the important role of women in society and family division of labor, this pressure will further affect the entire public Total management effectiveness and efficiency of the organization and even the whole society. Therefore, to provide stability for female civil servants, targeted pressure relief channels, not only can improve the working efficiency and the level of mental health, but also has great impact on improving China's public management. How to alleviate the work pressure of special female civil servants face already as to accelerate the transformation of government functions in China, an important question in the process of deepening the construction of service-oriented government. Chinese scholars study the working pressure mainly focus on students, teachers, foreign workers and other groups. In recent years, more and more attention to the research of civil servants pressure, but the study on this special groups of female civil servants pressure is still in its initial stage. Based on the mature psychology, sociology, science and other fields of work pressure and asked the public management Based on the results of research, from the perspective of women, female civil servants bear on the source of stress is studied, the main reasons and background, and put forward the management strategies for women. This study is a combination of interdisciplinary psychology and public management of complex research, not only enrich the theory of public management, expand the application of extension of human resource management, but also has far-reaching practical significance.
