【摘要】：為了進(jìn)一步推進(jìn)成都市居家養(yǎng)老服務(wù)的發(fā)展,探求如何擴(kuò)大居家養(yǎng)老服務(wù)覆蓋范圍,本文通過梳理成都市以及金牛區(qū)居家養(yǎng)老服務(wù)的相關(guān)政策文件,在明確當(dāng)前政府部門在居家養(yǎng)老中發(fā)揮什么作用、有什么具體政策措施的基礎(chǔ)上,分析了金牛區(qū)居家養(yǎng)老服務(wù)主體、服務(wù)對象、服務(wù)人員、服務(wù)方式、服務(wù)內(nèi)容等方面的問題,提出了成都市主城區(qū)居家養(yǎng)老服務(wù)發(fā)展可以參考的思路和策略以及今后發(fā)展中應(yīng)該注意的方向和問題。 通過調(diào)查發(fā)現(xiàn),當(dāng)前金牛區(qū)居家養(yǎng)老,在老人需求及滿意度方面,居家養(yǎng)老老人評價較高,但沒有參加社區(qū)居家養(yǎng)老的對居家養(yǎng)老認(rèn)識不足,存在居家養(yǎng)老潛在需求不足與現(xiàn)有需求無法被滿足的問題；在居家養(yǎng)老服務(wù)方面,仍然有很大的發(fā)展空間；通過走訪考察黃忠街道助老之家的運(yùn)作模式和服務(wù)內(nèi)容,本文認(rèn)為它已經(jīng)在沒有被大家意識到的情況下,提供了真正的居家養(yǎng)老服務(wù),應(yīng)該在進(jìn)一步規(guī)范的基礎(chǔ)上加以推廣運(yùn)用。 針對問題,主要從以下方面嘗試探索成都市居家養(yǎng)老今后發(fā)展的策略安排：一是進(jìn)一步明確居家養(yǎng)老參與主體的功能與責(zé)任；一是從政府的角度出發(fā),尋求成都市居家養(yǎng)老一體化的制度安排,借鑒營銷的觀念,從服務(wù)理念、品牌管理、宣傳推廣等方面入手,由政府部門統(tǒng)一管理,樹立居家養(yǎng)老良好的社會形象、提高居家養(yǎng)老社會感知度與認(rèn)知度；一是通過服務(wù)對象公眾化、供給方式多樣化、服務(wù)主體多元化、服務(wù)水平層次化、服務(wù)內(nèi)容實用化等服務(wù)“五化”,擴(kuò)大居家養(yǎng)老覆蓋范圍、促進(jìn)居家養(yǎng)老服務(wù)市場化、專業(yè)化發(fā)展,尋求居家養(yǎng)老更廣闊的發(fā)展空間；一是制定風(fēng)險防御機(jī)制,保障居家養(yǎng)老可持續(xù)發(fā)展等。
[Abstract]:In order to further promote the development of home pension services in Chengdu, explore how to expand the coverage of home pension services, this paper through combing Chengdu and Jinniu District home pension services related policy documents. On the basis of clarifying what role government departments play in the family pension and what specific policies and measures, this paper analyzes the main body, service object, service personnel and service mode of the family pension service in Jinniu District. This paper puts forward the ideas and strategies for the development of the home pension service in the main urban area of Chengdu, as well as the direction and problems that should be paid attention to in the future development. Through the investigation, the current Jinniu District home pension, in terms of elderly needs and satisfaction, the elderly home pension evaluation is high, but did not participate in the community home pension awareness of the lack of home support. There are the problems that the potential demand for the aged at home is insufficient and the existing demand can not be satisfied; There is still a lot of room for development in home care for the aged; By visiting and investigating the operation mode and service content of Huang Zhong Street Home for the elderly, this paper thinks that it has provided the real home old-age service without everyone realizing it. It should be popularized and applied on the basis of further regulation. In order to solve the problem, this paper tries to explore the following aspects of the future development of the family pension in Chengdu: first, to further clarify the functions and responsibilities of the home pension participation body; First, from the perspective of the government, to seek the integration of Chengdu family pension system arrangements, learn from the concept of marketing, from the concept of service, brand management, publicity and other aspects, by the unified management of government departments. To set up a good social image of the aged at home, and to improve the perception and recognition of the society for the aged at home; The first is to expand the coverage of the aged at home through the public service objects, the diversification of supply methods, the diversification of service subjects, the service level hierarchy, the practicality of service content, and so on. To promote the marketization and professional development of home pension services, and to seek a broader development space for home support for the aged; The first is to establish a risk defense mechanism to ensure the sustainable development of home pension.
