【摘要】：政府購(gòu)買教育服務(wù)是政府與社會(huì)組織簽訂契約,將所承擔(dān)的部分教育服務(wù)的生產(chǎn)職能讓渡給社會(huì)組織,不僅能有效實(shí)現(xiàn)政府的職能轉(zhuǎn)變,還能提升教育服務(wù)供給的績(jī)效。但在實(shí)踐中不斷推進(jìn)政府購(gòu)買教育服務(wù)的同時(shí)應(yīng)充分識(shí)別其存在的制度性風(fēng)險(xiǎn)以及購(gòu)買主體風(fēng)險(xiǎn)、購(gòu)買客體風(fēng)險(xiǎn)、服務(wù)對(duì)象風(fēng)險(xiǎn)、信息不對(duì)稱引致的契約風(fēng)險(xiǎn)等過(guò)程性風(fēng)險(xiǎn),為此,應(yīng)完善政府購(gòu)買教育服務(wù)的制度構(gòu)建,提升政府購(gòu)買的能力和合同管理水平,積極促進(jìn)教育服務(wù)社會(huì)組織的發(fā)展壯大,構(gòu)建政府購(gòu)買教育服務(wù)的需求評(píng)估機(jī)制和績(jī)效評(píng)估機(jī)制。
[Abstract]:The purchase of educational services by the government is a contract signed between the government and the social organizations to transfer some of the productive functions of the educational services to the social organizations, which can not only effectively realize the transformation of the functions of the government, but also improve the performance of the supply of educational services. However, in practice, while promoting the government to purchase educational services, we should fully identify the institutional risks, purchase object risks, service object risks, contract risks caused by asymmetric information, and so on. Therefore, we should perfect the system construction of government purchasing educational services, improve the ability of government purchases and the level of contract management, and actively promote the development and growth of social organizations of educational services. To construct the demand evaluation mechanism and performance evaluation mechanism of government purchase of education services.
