【摘要】：高校信息化項(xiàng)目建設(shè)對(duì)于我國(guó)高校的發(fā)展具有十分重要的作用,信息化已經(jīng)全面深入到高校教學(xué)、科研、管理和服務(wù)的各個(gè)層面。隨著各種新技術(shù)、新方法的出現(xiàn),高校信息化建設(shè)的風(fēng)險(xiǎn)也變得越來(lái)越復(fù)雜,風(fēng)險(xiǎn)管理變的越來(lái)越重要。本文以濰坊市技師學(xué)院為切入點(diǎn),詳細(xì)描述了學(xué)校信息化項(xiàng)目的現(xiàn)狀、內(nèi)容及特點(diǎn),將項(xiàng)目全過(guò)程劃分為項(xiàng)目規(guī)劃期、項(xiàng)目開(kāi)發(fā)期和項(xiàng)目運(yùn)維期三個(gè)階段,在對(duì)學(xué)院信息化項(xiàng)目基本情況進(jìn)行概述和分析的基礎(chǔ)上,運(yùn)用專家打分法、KANO模型和風(fēng)險(xiǎn)矩陣法,分別對(duì)項(xiàng)目三個(gè)階段進(jìn)行風(fēng)險(xiǎn)識(shí)別和評(píng)估,將各階段可能出現(xiàn)的風(fēng)險(xiǎn)因素的劃分為五個(gè)層次,并提出相應(yīng)的風(fēng)險(xiǎn)應(yīng)對(duì)策略,降低學(xué)院信息化項(xiàng)目風(fēng)險(xiǎn)。最后從學(xué)校、IT應(yīng)用和使用者三個(gè)維度提出了濰坊市技師學(xué)院信息化項(xiàng)目風(fēng)險(xiǎn)管理績(jī)效評(píng)價(jià)指標(biāo)體系,對(duì)學(xué)院信息化風(fēng)險(xiǎn)管理情況進(jìn)行評(píng)價(jià)。通過(guò)本文對(duì)濰坊市技師學(xué)院信息化項(xiàng)目全過(guò)程風(fēng)險(xiǎn)管理的研究,得出高校信息化項(xiàng)目不同階段的主要風(fēng)險(xiǎn)因素,并將風(fēng)險(xiǎn)因素分類分級(jí),根據(jù)風(fēng)險(xiǎn)類型和重要程度確定不同的風(fēng)險(xiǎn)應(yīng)對(duì)方法,構(gòu)建了濰坊市技師學(xué)院信息化項(xiàng)目風(fēng)險(xiǎn)管理績(jī)效評(píng)價(jià)體系。通過(guò)對(duì)濰坊市技師學(xué)院信息化項(xiàng)目風(fēng)險(xiǎn)管理確保項(xiàng)目順利進(jìn)行,減少風(fēng)險(xiǎn)損失,同時(shí)為國(guó)家高校信息化建設(shè)起到些許作用。
[Abstract]:The construction of information projects in colleges and universities plays a very important role in the development of colleges and universities in our country. Information technology has been widely applied to all aspects of teaching, scientific research, management and service in colleges and universities. With the emergence of various new technologies and methods, the risk of information construction in colleges and universities becomes more and more complex, and risk management becomes more and more important. Taking Weifang Institute of technicians as the starting point, this paper describes the current situation, content and characteristics of the school informatization project in detail, and divides the whole process of the project into three stages: project planning period, project development period and project operation and maintenance period. On the basis of summarizing and analyzing the basic situation of the college informatization project, this paper uses expert scoring method, KANO model and risk matrix method to identify and evaluate the risk of the three phases of the project, respectively. The possible risk factors in each stage are divided into five levels, and the corresponding risk countermeasures are put forward to reduce the risk of college informatization project. Finally, from the three dimensions of school, IT application and users, this paper puts forward the performance evaluation index system of informatization project risk management in Weifang Institute of Technology, and evaluates the information risk management of Weifang Institute. Through the study of the whole process risk management of the informatization project in Weifang Institute of Technology, the main risk factors in different stages of the informatization project in colleges and universities are obtained, and the risk factors are classified and graded. According to the type and importance of risk, the risk management performance evaluation system of Weifang Institute of Technology is constructed. Through the project risk management of Weifang Institute of technicians to ensure that the project goes on smoothly, reduce the risk loss, and at the same time for the national colleges and universities to play a role in the construction of information.
