【摘要】：國(guó)家自主創(chuàng)新示范區(qū)(以下簡(jiǎn)稱(chēng)創(chuàng)新區(qū))是在推進(jìn)自主創(chuàng)新和高技術(shù)產(chǎn)業(yè)發(fā)展方面先行先試、探索經(jīng)驗(yàn)、做出示范的區(qū)域。國(guó)家自主創(chuàng)新示范區(qū)的設(shè)置,目的是在進(jìn)一步完善科技創(chuàng)新的體制機(jī)制,加快發(fā)展戰(zhàn)略性新興產(chǎn)業(yè),推進(jìn)創(chuàng)新驅(qū)動(dòng)發(fā)展,加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式等方面發(fā)揮重要的引領(lǐng)、輻射、帶動(dòng)作用。為進(jìn)一步厘清國(guó)家自主創(chuàng)新示范區(qū)的發(fā)展脈絡(luò)、總結(jié)發(fā)展經(jīng)驗(yàn),為創(chuàng)新區(qū)的發(fā)展提供參考依據(jù),本刊特組織"國(guó)家自主創(chuàng)新示范區(qū)研究專(zhuān)欄"。本期專(zhuān)欄中,《內(nèi)陸創(chuàng)新區(qū)體制創(chuàng)新發(fā)展問(wèn)題與紓解》一文著重分析內(nèi)陸創(chuàng)新示范區(qū)發(fā)展的現(xiàn)實(shí)障礙,包括創(chuàng)新組織數(shù)量少、創(chuàng)新體系有待完善、區(qū)域聯(lián)動(dòng)發(fā)展有待提升等�！豆采碚撘暯窍聞�(chuàng)新區(qū)內(nèi)企業(yè)績(jī)效評(píng)估與審計(jì)》一文,針對(duì)創(chuàng)新區(qū)的最主要?jiǎng)?chuàng)新主體——企業(yè)的績(jī)效以及如何對(duì)績(jī)效進(jìn)行審計(jì),組織了探討和研究,提出依據(jù)共生理論來(lái)構(gòu)建創(chuàng)新區(qū)企業(yè)的績(jī)效評(píng)估與審計(jì)平臺(tái)�！秶�(guó)家自主創(chuàng)新示范區(qū)管理體制改革評(píng)析》一文,在綜述國(guó)內(nèi)主要?jiǎng)?chuàng)新區(qū)管理體制特點(diǎn)和演進(jìn)路徑的基礎(chǔ)上,提出了如何進(jìn)行創(chuàng)新區(qū)體制管理創(chuàng)新問(wèn)題。希望更多學(xué)者參與我們的討論,共同推進(jìn)創(chuàng)新區(qū)理論工作的發(fā)展。
[Abstract]:The national independent innovation demonstration area (hereinafter referred to as the innovation area) is a region that first tries to promote the development of independent innovation and high technology industry, explores experience and makes demonstration. The purpose of the establishment of the National Independent Innovation demonstration Zone is to further improve the institutional mechanism of scientific and technological innovation, accelerate the development of strategic emerging industries, promote innovation-driven development, and accelerate the transformation of the mode of economic development. A driving effect. In order to further clarify the development context of the national independent innovation demonstration area, sum up the development experience, and provide the reference for the development of the innovation area, the journal specially organized the "National Independent Innovation demonstration Zone Research column". In this column, the "problems and Solutions of Institutional Innovation and Development in Inland Innovation zones" focuses on the analysis of the practical obstacles to the development of inland innovation demonstration zones, including the small number of innovation organizations and the need to improve the innovation system. The development of regional linkage needs to be improved and so on. In this paper, the performance evaluation and audit of enterprises in the innovation zone are discussed and studied in this paper, aiming at the performance of enterprises, the main innovation subject of the innovation zone, and how to audit the performance. Based on the symbiosis theory, this paper proposes to construct the performance evaluation and audit platform of the enterprises in the innovation zone. The article "Analysis and Analysis of the Management system Reform of the National Independent Innovation demonstration Zone", on the basis of summarizing the characteristics and evolution path of the management system of the main innovation zones in China, This paper puts forward how to carry out the innovation of system management in the innovation area. We hope that more scholars will participate in our discussion and jointly promote the development of innovation zone theory.
