【摘要】：監(jiān)獄人民警察是國(guó)家刑罰執(zhí)行機(jī)關(guān)的公務(wù)人員,其工作能力、績(jī)效水平直接關(guān)系到刑事法律的準(zhǔn)確執(zhí)行,直接影響著監(jiān)獄事業(yè)的健康發(fā)展。當(dāng)前,監(jiān)獄人民警察的考核管理制度稍顯粗放,存在重管理,輕考評(píng),重部署、輕評(píng)價(jià)的傾向,個(gè)人與部門(mén)之間的績(jī)效聯(lián)動(dòng)尚顯不足,科學(xué)、務(wù)實(shí)、管用的績(jī)效考核體系還未建立,個(gè)體的付出缺少客觀、科學(xué)的評(píng)價(jià)指標(biāo),導(dǎo)致出現(xiàn)“干多干少一個(gè)樣”“干好干壞一個(gè)樣”的機(jī)關(guān)通病,一定程度上消減了個(gè)體積極性,降低了整體工作效能。本文在闡明了研究背景意義及國(guó)內(nèi)外研究現(xiàn)狀之后,從績(jī)效管理的內(nèi)涵要素、運(yùn)行體系、內(nèi)容作用、依據(jù)方法等方面對(duì)績(jī)效管理進(jìn)行了概述,并重點(diǎn)介紹了績(jī)效管理的基本理論,分析了 G監(jiān)獄在監(jiān)獄人民警察績(jī)效管理評(píng)估上的現(xiàn)狀和存在的問(wèn)題,并進(jìn)行了原因剖析。在此基礎(chǔ)上,就改進(jìn)G監(jiān)獄警察績(jī)效管理評(píng)估體系提出方案設(shè)計(jì),突出項(xiàng)目化管理、標(biāo)準(zhǔn)化考核、信息化應(yīng)用,明確指標(biāo)權(quán)重、細(xì)化考核流程、注重運(yùn)行分析、強(qiáng)化結(jié)果運(yùn)用,真正把考核貫穿到監(jiān)獄警察履職的全過(guò)程、貫穿于個(gè)人成長(zhǎng)進(jìn)步的全過(guò)程,做到組織慎重、個(gè)人重視、考評(píng)客觀。通過(guò)研究,希望能為監(jiān)獄警察績(jī)效管理提供務(wù)實(shí)探索和有益參照,切實(shí)提升監(jiān)獄警察的績(jī)效管理水平,促進(jìn)隊(duì)伍素質(zhì)提升、推動(dòng)監(jiān)獄事業(yè)進(jìn)步。
[Abstract]:The prison people's police is the public servant of the national penalty enforcement organ. Its working ability and performance level are directly related to the accurate execution of the criminal law and directly affect the healthy development of the prison cause. At present, the assessment and management system of the prison people's police is somewhat extensive, with the tendency of emphasizing management, neglecting evaluation, attaching importance to deployment, and neglecting evaluation. The performance linkage between individuals and departments is still insufficient, scientific and pragmatic. The effective performance appraisal system has not yet been established, and the individual's efforts lack objective and scientific evaluation indicators. This has led to the emergence of a common organ disease of "doing more than doing less" and "doing well and doing badly", which to a certain extent reduces the enthusiasm of the individual. The overall working efficiency is reduced. After expounding the significance of the research background and the current research situation at home and abroad, this paper summarizes the performance management from the aspects of the connotation elements, the running system, the content function, the method and so on. This paper mainly introduces the basic theory of performance management, analyzes the present situation and existing problems in the performance management evaluation of prison people's police in G prison, and analyzes the reasons. On this basis, it puts forward the scheme design to improve the performance management evaluation system of G prison police, highlights the project management, standardized assessment, information application, defines the index weight, refines the assessment process, pays attention to the operation analysis, and strengthens the application of the results. It really runs through the whole process of carrying out the duties of the prison police and the whole process of personal growth and progress, so that the organization is prudent, the individual pays attention to, and the evaluation is objective. Through the research, we hope to provide practical exploration and useful reference for the performance management of prison police, improve the performance management level of prison police, promote the quality of the team, and promote the progress of the prison cause.
