【摘要】：科學(xué)技術(shù)的進(jìn)步對一國經(jīng)濟(jì)社會的發(fā)展起著不可估量的作用,而科技進(jìn)步又離不開科技投入。科技活動作為一種公共產(chǎn)品,僅依靠市場來進(jìn)行資源配置,將會導(dǎo)致市場市場失靈,公共財(cái)政應(yīng)發(fā)揮其應(yīng)有的職能作用,支持科技活動發(fā)展,一方面投入相應(yīng)的財(cái)政資金,另一方面引導(dǎo)社會其他資源投入科技活動,充分發(fā)揮其職能作用。當(dāng)前,我國經(jīng)濟(jì)發(fā)展保持著較高的速度,在追求高速發(fā)展的同時(shí),要更加注重經(jīng)濟(jì)發(fā)展的質(zhì)量。財(cái)政科技支出及其績效的提高有利于促進(jìn)技術(shù)創(chuàng)新及產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化。安徽省位于華東地區(qū),是全國第二個(gè)開展創(chuàng)新型省份試點(diǎn)工作的省份,但其經(jīng)濟(jì)發(fā)展與科技水平始終落后于其他華東地區(qū)省份。近年來,安徽省政府對科技活動的投入雖然保持著較高增速,但是其效果極其有限,評價(jià)財(cái)政科技支出的績效問題成為亟待解決的問題之一,公眾也越來越關(guān)注安徽省的財(cái)政科技支出的問題。擺在安徽省面前最為現(xiàn)實(shí)的問題是要想擺脫其經(jīng)濟(jì)科技水平落后的局面,就必須增強(qiáng)其科技創(chuàng)新能力,建設(shè)科技創(chuàng)新推動經(jīng)濟(jì)發(fā)展的機(jī)制,安徽省政府應(yīng)加強(qiáng)對財(cái)政科技支出的監(jiān)督與管理,要充分利用其績效評價(jià)結(jié)果,讓其成為公共財(cái)政支出管理的主要環(huán)節(jié)及有效的政策評價(jià)工具。評價(jià)安徽省的財(cái)政科技支出的績效,并通過評價(jià)結(jié)果發(fā)現(xiàn)其中所存在的管理無效率、支出結(jié)構(gòu)不合理及整體支出規(guī)模不足等問題,提高安徽省的財(cái)政科技支出的績效,這對提高安徽省的技術(shù)創(chuàng)新能力、科技發(fā)展水平、經(jīng)濟(jì)發(fā)展水平及人民生活質(zhì)量有著積極的作用。本文基于文章的有關(guān)研究背景及國內(nèi)外相關(guān)研究與文獻(xiàn)綜述,通過對財(cái)政科技支出的相關(guān)概念進(jìn)行界定,并在有關(guān)的理論基礎(chǔ)上,首先,通過收集安徽省財(cái)政科技支出的相關(guān)數(shù)據(jù)對其發(fā)展現(xiàn)狀加以分析,具體從安徽省總體科技水平的現(xiàn)狀、安徽省財(cái)政科技支出規(guī)模與結(jié)構(gòu)的現(xiàn)狀兩個(gè)層面來分析;其次,在前面現(xiàn)狀分析的基礎(chǔ)上,分別利用了數(shù)據(jù)包絡(luò)分析法和Malmquist生產(chǎn)效率指數(shù)法從靜態(tài)和動態(tài)兩個(gè)方面來評價(jià)安徽省財(cái)政科技支出的績效,又各自從時(shí)間和地區(qū)的角度進(jìn)行具體分析;最后,在文章實(shí)證分析的基礎(chǔ)上,發(fā)現(xiàn)安徽省財(cái)政科技支出績效存在的問題:(1)安徽省財(cái)政科技支出的總額相對不足,且其結(jié)構(gòu)有待進(jìn)一步優(yōu)化;(2)安徽省的科研成果轉(zhuǎn)化率較低;(3)企業(yè)尚未發(fā)揮其創(chuàng)新主體的作用;(4)安徽省財(cái)政科技支出尚未形成穩(wěn)定的投入機(jī)制;(5)安徽省財(cái)政科技支出缺乏有效的監(jiān)督管理制度。本文立足于安徽省的實(shí)際,就所發(fā)現(xiàn)的問題具體提出了改善安徽省財(cái)政科技支出績效的相關(guān)政策建議:(1)加大安徽省財(cái)政科技支出力度,優(yōu)化其結(jié)構(gòu);(2)改進(jìn)科技成果的轉(zhuǎn)化率,加速向現(xiàn)實(shí)生產(chǎn)力轉(zhuǎn)化;(3)明確政府的科技投入職能,充分發(fā)揮政府的引導(dǎo)作用;(4)完善財(cái)政科技支出制度,創(chuàng)新財(cái)政科技支出的方式;(5)完善財(cái)政科技支出的監(jiān)督管理制度。
[Abstract]:The progress of science and technology plays an inestimable role in the development of a country's economy and society, and the progress of science and technology can not be separated from the input of science and technology. At present, China's economic development has maintained a high speed. While pursuing high-speed development, we should pay more attention to the quality of economic development. The improvement of financial expenditure on science and technology and its performance is conducive to promoting technological innovation. Anhui Province is located in the eastern part of China. It is the second province to carry out the pilot work of an innovative province, but its economic development and scientific and technological level has always lagged behind other provinces in eastern China. The performance of the financial expenditure on science and technology has become one of the problems that need to be solved urgently, and the public has paid more and more attention to the financial expenditure on science and technology in Anhui Province. The government of Anhui Province should strengthen the supervision and management of financial expenditure on science and technology, make full use of its performance evaluation results, and make it the main link of public expenditure management and an effective policy evaluation tool. The problems of unreasonable rate, unreasonable expenditure structure and insufficient overall expenditure scale can improve the performance of financial expenditure on science and technology in Anhui Province, which plays a positive role in improving the technological innovation ability, the level of scientific and technological development, the level of economic development and the quality of life of the people in Anhui Province. Literature review, through the definition of the relevant concepts of financial expenditure on science and technology, and on the basis of relevant theoretical basis, first of all, through the collection of relevant data on financial expenditure on science and technology in Anhui Province to analyze its development status, specifically from the overall level of science and technology in Anhui Province, Anhui Province, the scale and structure of financial expenditure on science and technology in two levels of the status quo Secondly, on the basis of the previous analysis of the status quo, this paper uses data envelopment analysis and Malmquist productivity index method to evaluate the performance of Anhui Province's financial expenditure on science and technology from both static and dynamic aspects, and makes specific analysis from the perspective of time and region. Finally, on the basis of the empirical analysis of the article, the paper issued The problems existing in the performance of financial expenditure on science and technology in Anhui Province are: (1) the total amount of financial expenditure on science and technology in Anhui Province is relatively insufficient, and its structure needs to be further optimized; (2) the transformation rate of scientific research achievements in Anhui Province is low; (3) the enterprises have not yet played their role as the main innovator; (4) the financial expenditure on science and technology in Anhui Province has not yet formed a stable input mechanism; (5) Anhui Province has not Based on the actual situation of Anhui Province, this paper puts forward some policy suggestions to improve the performance of financial expenditure on science and technology in Anhui Province: (1) to increase the intensity of financial expenditure on science and technology in Anhui Province, and to optimize its structure; (2) to improve the transformation rate of scientific and technological achievements, and to speed up the realization. Productivity transformation; (3) Define the government's scientific and technological input function, give full play to the government's guiding role; (4) Perfect the system of financial expenditure on science and technology, innovate the way of financial expenditure on science and technology; (5) Perfect the supervision and management system of financial expenditure on science and technology.
