【摘要】：鑒于監(jiān)督權(quán)的行使具有復(fù)雜性,強(qiáng)化監(jiān)督以提高行政相對(duì)人的服務(wù)滿意度是實(shí)踐中亟待解決的問題,確證兩者的關(guān)系對(duì)提高行政許可績(jī)效至關(guān)重要�；诜謾�(quán)制衡理論遴選取四大變量(指標(biāo)),依據(jù)J市41個(gè)行政許可審批單位審批績(jī)效第三方評(píng)價(jià)相關(guān)數(shù)據(jù),回歸分析結(jié)果表明,行政相對(duì)人更關(guān)注行政主體的實(shí)質(zhì)性回應(yīng)。相對(duì)于內(nèi)部監(jiān)督途徑的健全性,內(nèi)部監(jiān)督檢查的日常性變化對(duì)服務(wù)滿意度影響更大。據(jù)此,應(yīng)增加行政許可績(jī)效評(píng)價(jià)指標(biāo)體系中監(jiān)督管理指標(biāo)的權(quán)重,強(qiáng)化外部監(jiān)督回應(yīng)與內(nèi)部監(jiān)督回應(yīng)之間的聯(lián)動(dòng)。
[Abstract]:In view of the complexity of the exercise of supervisory power, strengthening supervision to improve the service satisfaction of administrative counterpart is an urgent problem to be solved in practice. It is very important to confirm the relationship between the two to improve the performance of administrative license. Based on the theory of separation of powers and checks and balances, this paper selects four variables (indicators), according to the relevant data of the third-party evaluation of the examination and approval performance of 41 administrative license approval units in J city. The result of regression analysis shows that the administrative counterpart pays more attention to the substantive response of the administrative subject. Compared with the soundness of internal supervision approach, the daily changes of internal supervision and inspection have a greater impact on service satisfaction. Accordingly, we should increase the weight of supervision and management index in the index system of administrative license performance evaluation, and strengthen the linkage between external supervision response and internal supervision response.
