【摘要】：供給側(cè)改革是從供給端著手,解決過(guò)剩產(chǎn)能,促進(jìn)經(jīng)濟(jì)結(jié)構(gòu)優(yōu)化升級(jí),加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的長(zhǎng)遠(yuǎn)之策。但強(qiáng)調(diào)供給層面改革的同時(shí),不能忽視需求管理的地位和作用,在當(dāng)前經(jīng)濟(jì)形勢(shì)下,恰當(dāng)適度的需求管理政策可以成為前者有益的補(bǔ)充。未來(lái)應(yīng)轉(zhuǎn)變認(rèn)識(shí),在供需管理結(jié)合時(shí),積極調(diào)整需求管理政策方向,使政策重心從過(guò)去一般強(qiáng)調(diào)總量、短期量化管理的傳統(tǒng)思路向結(jié)構(gòu)性、長(zhǎng)期化管理機(jī)制確立的方向轉(zhuǎn)變,實(shí)施有效的雙重管理,提高政策管理績(jī)效。
[Abstract]:The supply-side reform is a long-term strategy to solve excess production capacity, promote the optimization and upgrading of economic structure, and accelerate the transformation of economic development mode from the supply-side perspective. However, while emphasizing the reform of supply level, the position and function of demand management can not be ignored. Under the current economic situation, appropriate and appropriate demand management policy can be a beneficial supplement to the former. In the future, we should change our understanding that when we combine supply and demand management, we should actively adjust the policy direction of demand management, so as to shift the policy focus from the traditional thinking of general emphasis on total quantity and short-term quantitative management to that of structural and long-term management mechanism. Implement effective dual management to improve policy management performance.
