關鍵績效指標考核下的地方政府行為選擇分析——基于2011-2016年黑龍江煤監(jiān)的數(shù)據(jù)資料

【摘要】:采用內容分析法,以2011-2016年黑龍江煤監(jiān)的237份"本局文件"為研究樣本,借助QSR Nvivo10軟件,圍繞關鍵績效指標考核所引發(fā)的地方政府行為選擇開展探索性研究。研究發(fā)現(xiàn),關鍵績效指標考核下地方政府行為出現(xiàn)諸多變化:地方政府的目標多重性與關鍵績效指標的重點關注,地方政府工作的常態(tài)化與關鍵績效指標的層層加碼,地方政府的有限財力與關鍵績效指標的集約投入,地方政府碎片化格局與關鍵績效指標的協(xié)同治理、地方政府治理的結果導向與關鍵績效指標的過程導向,地方政府工作的全面鋪開與關鍵績效指標的目標替換等方面;關鍵績效指標考核的顯著成效背后,激勵機制、問責機制、管理手段和機構設置等,在地方政府行為選擇方面產(chǎn)生了深刻影響,遵循著相關的權力行使及措施保障的制度邏輯。
[Abstract]:By using content analysis method, 237 "Council documents" of Heilongjiang Coal Supervision from 2011-2016 were used as research samples, and QSR Nvivo10 software was used to carry out exploratory research on the choice of local government behavior caused by the evaluation of key performance indicators. It is found that there are many changes in the behavior of local government under the evaluation of key performance indicators: the multiple objectives of local governments and the focus of key performance indicators, the normalization of local government work and the layers of code of key performance indicators. The limited financial resources of local government and the intensive input of key performance indicators, the collaborative governance of local government fragmentation pattern and key performance indicators, the result orientation of local government governance and the process direction of key performance indicators. The overall development of local government work and the target replacement of the key performance indicators, the significant results of the key performance indicators, such as incentive mechanism, accountability mechanism, management tools and institutional setting, etc. It has a profound influence on the behavior choice of local government and follows the system logic of the exercise of power and the safeguard of measures.
