【摘要】：為了解決科技計(jì)劃項(xiàng)目績(jī)效評(píng)價(jià)在指標(biāo)體系上尚未形成統(tǒng)一規(guī)范、在評(píng)價(jià)方法上尚未考慮指標(biāo)之間作用關(guān)系對(duì)績(jī)效評(píng)價(jià)結(jié)果影響的問(wèn)題,首先從項(xiàng)目執(zhí)行情況、項(xiàng)目取得成果、成果轉(zhuǎn)化應(yīng)用、人才培養(yǎng)情況、應(yīng)用前景情況等方面構(gòu)建了科技計(jì)劃項(xiàng)目績(jī)效評(píng)價(jià)指標(biāo)體系,然后通過(guò)分析指標(biāo)之間的相互作用關(guān)系提出了科技計(jì)劃項(xiàng)目績(jī)效評(píng)價(jià)的系統(tǒng)分析結(jié)構(gòu),在此基礎(chǔ)上采用網(wǎng)絡(luò)分析法給出了科技計(jì)劃項(xiàng)目績(jī)效評(píng)價(jià)的方法步驟,突破了傳統(tǒng)方法要求指標(biāo)之間相互獨(dú)立的條件限制。最后應(yīng)用提出方法對(duì)山東省科技計(jì)劃項(xiàng)目進(jìn)行案例模擬求解,得到了案例項(xiàng)目的績(jī)效評(píng)價(jià)排序。
[Abstract]:In order to solve the scientific and technological project performance evaluation in the index system has not yet formed a unified standard, in the evaluation method has not taken into account the impact of the relationship between indicators on performance evaluation results, first of all, from the implementation of the project, the results of the project, the application of results, the development of people, the prospect of application and other aspects of the construction. The performance evaluation index system of science and technology project project, and then the system analysis structure of the performance evaluation of the project is put forward through the analysis of the interaction relationship between the indexes. On this basis, the method and steps of the performance evaluation of the project are given by the network analysis method, which breaks the mutual independence between the traditional methods and the requirements. Finally, we apply the proposed method to solve the case of Shandong science and technology projects, and get the ranking of the performance evaluation of the case projects.
