【摘要】：國(guó)家治理過(guò)程中激勵(lì)機(jī)制是解釋發(fā)展的重要變量。我國(guó)激勵(lì)機(jī)制的建構(gòu)是以體制、制度、文化為支撐的,結(jié)合國(guó)家發(fā)展目標(biāo)與個(gè)人理性訴求的利益兼容性激勵(lì)模式。這一模式中,國(guó)家維度的目標(biāo)設(shè)定與官員維度的獎(jiǎng)勵(lì)設(shè)計(jì)是激勵(lì)機(jī)制的核心。從以魅力型權(quán)威為依托的政治忠誠(chéng)到以科層制理性為依托的績(jī)效追求再到多元激勵(lì)目標(biāo)的形成,激勵(lì)機(jī)制的目標(biāo)設(shè)定是隨著治理環(huán)境和治理語(yǔ)境的改變而轉(zhuǎn)型的;而從精神獎(jiǎng)勵(lì)到財(cái)政獎(jiǎng)勵(lì)再到晉升獎(jiǎng)勵(lì)的轉(zhuǎn)型,激勵(lì)機(jī)制中的獎(jiǎng)勵(lì)設(shè)計(jì)則為國(guó)家治理中不同歷史時(shí)期的官員行為提供了不同的策略性動(dòng)機(jī)和動(dòng)力。
[Abstract]:The incentive mechanism is an important variable to explain the development in the process of national governance. The construction of incentive mechanism in our country is supported by system, institution and culture, combining with the national development goal and individual rational demand of interest compatibility incentive mode. In this model, the goal setting of the national dimension and the reward design of the official dimension are the core of the incentive mechanism. From the political loyalty based on charismatic authority to the performance pursuit based on hierarchical rationality to the formation of multiple incentive goals, the goal setting of incentive mechanism is transformed with the change of governance environment and governance context. From the spirit reward to the financial reward to the promotion reward, the incentive design in the incentive mechanism provides different strategic motive and motive force for the officials' behavior in the different historical period in the national governance.
