【摘要】：安全是鐵路工程建設(shè)與運營管理的永恒話題。對于鐵路工程建設(shè)的安全研究主要集中于四個方面:一是政策法規(guī)建設(shè);二是安全文化建設(shè);三是安全績效評價;四是結(jié)合具體項目進行實踐探討。對于鐵路運營安全,主要從降低軌道交通事故的角度,從人員、設(shè)備、環(huán)境和管理幾方面采取措施,提高安全意識,加強管理。錦赤鐵路有限責任公司的工作不僅涉及鐵路建設(shè)施工又涉及運營管理,如何運用已有安全管理理論,構(gòu)建集建設(shè)與運營于一體的安全管理方案是一項具有挑戰(zhàn)性的工作。本文以錦赤貨運鐵路建設(shè)與運營為背景,構(gòu)建鐵路工程建設(shè)與運營的安全管理體系,并進行安全績效評價。首先,研究錦赤鐵路工程的特點,明確安全管理的目標,探究鐵路施工中的安全風險,從管理、制度、技術(shù)和保障措施等構(gòu)建安全管理體系,為更好實施安全管理奠定基礎(chǔ)。第二,在錦赤貨運鐵路運營階段,根據(jù)系統(tǒng)安全工程理論,首先確定安全管理的目標;識別重點危險源;從組織、制度和技術(shù)建設(shè)等方面構(gòu)建運營階段安全管理的方案。第三,從前人的研究出發(fā),將項目安全績效指標分為前導指標和滯后指標兩部分,對錦赤鐵路工程安全管理現(xiàn)狀進行評價。根據(jù)上述安全管理評價,基于最佳實踐,從人員”、“技術(shù)手段”、“環(huán)境”、“過程”、“控制”五個方面給出具體的改進策略。本文的研究對類似鐵路工程項目建設(shè)及運營具有實踐指導意義。
[Abstract]:Safety is the eternal topic of railway construction and operation management. The safety research of railway construction mainly focuses on four aspects: first, the construction of policies and regulations; second, the construction of safety culture; third, safety performance evaluation; fourth, combined with specific projects to conduct practical discussions. For railway operation safety, measures should be taken to improve safety consciousness and strengthen management from aspects of personnel, equipment, environment and management from the point of view of reducing rail traffic accidents. The work of Jinchi Railway Co., Ltd. is not only related to railway construction but also to operation management. It is a challenging task to apply the existing safety management theory to construct a safety management scheme that integrates construction and operation. Based on the construction and operation of Jinchi freight railway, this paper constructs the safety management system of railway engineering construction and operation, and evaluates the safety performance. First of all, study the characteristics of Jinchi railway project, clear the goal of safety management, explore the safety risks in railway construction, from management, system, technology and security measures to build a safety management system, for the better implementation of safety management. Secondly, in the operation stage of Jinchi freight railway, according to the theory of system safety engineering, the goal of safety management is first determined; the key hazard source is identified; and the scheme of safety management in operation phase is constructed from the aspects of organization, system and technology construction. Thirdly, based on the previous research, the project safety performance index is divided into two parts: leading index and lagging index, and the present situation of safety management of Jinchi railway project is evaluated. According to the safety management evaluation mentioned above, based on the best practice, concrete improvement strategies are given from five aspects: personnel "," technical means "," environment "," process "and" control ". The research in this paper is of practical significance to the construction and operation of similar railway projects.
