【摘要】：國(guó)家怎樣在公益慈善互聯(lián)網(wǎng)眾籌趨勢(shì)下構(gòu)建全民微慈善社會(huì)救助公共服務(wù)體系是一個(gè)亟須研究的重大課題。本文基于長(zhǎng)尾理論和責(zé)任擴(kuò)散理論的學(xué)理內(nèi)涵,選取1000個(gè)重大疾病救助眾籌項(xiàng)目,探究民間匿名散捐力量主導(dǎo)的重大疾病救助善款眾籌獲取機(jī)制、內(nèi)在邏輯和治理導(dǎo)向。研究發(fā)現(xiàn):網(wǎng)絡(luò)慈善眾籌具有"救急不問病"和"偶遇點(diǎn)捐"的內(nèi)生機(jī)理特征,特急救助捐贈(zèng)的羊群效應(yīng)較強(qiáng);眾籌周期和眾籌績(jī)效反相關(guān),捐贈(zèng)責(zé)任擴(kuò)散效應(yīng)先弱后強(qiáng)的特征明顯;眾籌績(jī)效的社會(huì)長(zhǎng)尾效應(yīng)顯著,慈善救助的公共福利效用納什均衡特征不明顯;在信用訊號(hào)被社會(huì)有效識(shí)別基礎(chǔ)上,眾籌績(jī)效與項(xiàng)目執(zhí)行方認(rèn)同度正相關(guān),且存在顯著的機(jī)構(gòu)類型差異和不顯著的機(jī)構(gòu)層級(jí)差異。在治理導(dǎo)向上,互聯(lián)網(wǎng)眾籌還需政府、公益慈善機(jī)構(gòu)、互聯(lián)網(wǎng)眾籌平臺(tái)合力逐步引導(dǎo)完善。
[Abstract]:How to construct the public service system of public micro-charity social assistance under the trend of public welfare charity Internet crowdfunding is an important subject to be studied. Based on the theoretical connotation of the long tail theory and the theory of responsibility diffusion, this paper selects 1000 major disease relief crowdfunding projects to explore the mechanism, internal logic and governance guidance of mass funding of major disease relief funds led by anonymous donor forces. The study found that online charity crowdfunding has the characteristics of endogenetic mechanism of "emergency relief without disease" and "accidental donation", and the herd effect of emergency relief donation is stronger, and the crowdfunding cycle is inversely related to crowdfunding performance. The diffusion effect of donation liability is weak first and then strong; the social long tail effect of crowdfunding performance is significant; the Nash equilibrium feature of public welfare utility of charitable aid is not obvious; on the basis of credit signal being effectively recognized by the society, Crowdfunding performance is positively correlated with the degree of identity of the project executor, and there are significant differences in the type of organization and no significant difference in the level of organization. In the governance direction, Internet crowdfunding also needs the government, charitable organizations, Internet crowdfunding platform to lead and improve gradually.
