【摘要】：基于水制度分析與發(fā)展(WIAD)研究框架,從"需水方"角度,對(duì)黑河流域中游的張掖市的水部門現(xiàn)狀、績(jī)效評(píng)價(jià)及其主觀評(píng)價(jià)的影響因素進(jìn)行計(jì)量實(shí)證分析,為干旱區(qū)流域水資源管理提供可行的理論與實(shí)踐依據(jù)。研究發(fā)現(xiàn):(1)微觀水平(農(nóng)村村社和城鎮(zhèn)街道居委會(huì))的分水、調(diào)水以及水交易的順暢度較低;(2)水部門的物質(zhì)績(jī)效最高,金融績(jī)效最低;(3)只考慮單個(gè)因素時(shí),戶口、受教育程度和職業(yè)因素對(duì)水部門績(jī)效影響顯著;綜合考慮三個(gè)因素時(shí),只有職業(yè)(工人和水務(wù)管理干部)因素對(duì)水部門績(jī)效影響顯著。
[Abstract]:Based on the framework of water system analysis and development (WIAD), this paper, from the perspective of "water demand side", empirically analyzes the present situation of water sector in Zhangye City in the middle reaches of Heihe River Basin, the performance evaluation and the influencing factors of its subjective evaluation. It provides a feasible theoretical and practical basis for water resources management in arid area. The study found that the water sector had the highest material performance and the lowest financial performance at the micro level (water distribution, water transfer and smooth flow of water transactions) at the micro level (rural communities and neighborhood committees in towns and cities). When only a single factor was considered, the household accounts. When three factors were considered, only occupational factors (workers and water management cadres) had significant effects on water sector performance.
