【摘要】：改革開(kāi)放以來(lái),中國(guó)經(jīng)濟(jì)高速增長(zhǎng)始終與環(huán)境衰退形成鮮明對(duì)比。近年來(lái)中國(guó)經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài),中國(guó)環(huán)境問(wèn)題及其治理愈發(fā)受到重視。在國(guó)內(nèi)黨中央和政府大力倡導(dǎo)與推行生態(tài)文明建設(shè),社會(huì)各界環(huán)境意識(shí)覺(jué)醒并積極參與環(huán)境治理;在海外有關(guān)中國(guó)環(huán)境惡化以及環(huán)境治理的觀察結(jié)果成為重新思考中國(guó)發(fā)展道路的有力切入點(diǎn),中國(guó)環(huán)境問(wèn)題的日益凸顯也拓展了海外中國(guó)研究的學(xué)術(shù)空間。海外尤其是西方國(guó)家作為環(huán)境污染及治理的先行者,對(duì)改善環(huán)境治理績(jī)效有著豐富的經(jīng)驗(yàn)驗(yàn)證和理論敘述,海外相關(guān)研究成果可以成為中國(guó)環(huán)境治理的"他山之石"。本文首先回顧環(huán)境治理興起的歷史與現(xiàn)實(shí)背景,理清環(huán)境治理的基本定義及其特性,詳述治理核心要素制度、規(guī)則及主體在環(huán)境治理中的應(yīng)用,尤其是深入分析不同治理主體對(duì)環(huán)境治理的作用,并簡(jiǎn)要分析幾種基本的環(huán)境治理模式。然后,以Web of Science核心合集收錄的相關(guān)文獻(xiàn)為主要研究對(duì)象,利用文獻(xiàn)計(jì)量與文本分析法相結(jié)合的方法展開(kāi)全面分析,包括基本描述性統(tǒng)計(jì)以及基于政府-市場(chǎng)-社會(huì)三大治理主體框架的主題分析。進(jìn)而,本文在確立的主題分析框架之上,深入討論海外中國(guó)環(huán)境治理研究中的主要發(fā)現(xiàn)。海外中國(guó)環(huán)境治理研究的主題主要包括:政體類型與環(huán)境治理績(jī)效、環(huán)境制度以及環(huán)境政策執(zhí)行鴻溝、市場(chǎng)主體參與環(huán)境治理、社會(huì)參與環(huán)境治理、中國(guó)參與全球環(huán)境治理,重點(diǎn)關(guān)注主要結(jié)論之間的矛盾性以及現(xiàn)有研究的缺失缺陷,并簡(jiǎn)要總結(jié)海外中國(guó)環(huán)境治理研究的特性。本文還從實(shí)踐層面上,從改進(jìn)中國(guó)環(huán)境治理的對(duì)策、構(gòu)建中國(guó)本土學(xué)術(shù)話語(yǔ)體系、開(kāi)展環(huán)境公共外交與改善中國(guó)環(huán)境形象三方面提出針對(duì)性的思考與建議。
[Abstract]:Since the reform and opening up, China's rapid economic growth has always been in sharp contrast to the environmental recession. In recent years, China's economic development has entered a new normal, China's environmental problems and their governance has been paid more and more attention. In China, the Party Central Committee and the government vigorously advocate and promote the construction of ecological civilization, the environmental awareness of all sectors of society awakens and actively participate in environmental governance; The observations on environmental deterioration and environmental governance in China abroad have become a powerful breakthrough point for rethinking the development path of China, and the increasing prominence of environmental problems in China has also expanded the academic space for overseas research on China. Overseas, especially in western countries, as the forerunner of environmental pollution and management, has rich experience and theoretical narration to improve the performance of environmental governance. Overseas related research results can become the "stone of other mountains" of environmental governance in China. This paper first reviews the historical and realistic background of the rise of environmental governance, clarifies the basic definition and characteristics of environmental governance, details the system of core elements of governance, rules and the application of subjects in environmental governance. In particular, it analyzes the role of different governance subjects in environmental governance, and briefly analyzes several basic environmental governance models. Then, taking the related documents collected in the core collection of Web of Science as the main research object, the paper makes a comprehensive analysis by combining the bibliometrics with the text analysis method. It includes basic descriptive statistics and thematic analysis based on the framework of government-market-society. Furthermore, based on the established thematic analysis framework, this paper discusses the main findings of overseas environmental governance research in China. The main topics of overseas environmental governance research in China include the types of polity and the performance of environmental governance, the gap between environmental system and environmental policy implementation, the participation of market participants in environmental governance, social participation in environmental governance, and China's participation in global environmental governance. This paper focuses on the contradiction between the main conclusions and the deficiency of the existing research, and summarizes the characteristics of the overseas environmental governance research in China. From the aspect of practice, this paper puts forward some thoughts and suggestions on how to improve China's environmental governance, how to construct Chinese native academic discourse system, how to develop environmental public diplomacy and how to improve China's environmental image.
